Jerusalem Governorate: The Occupation's Tender for Construction in Area (E1) is a Declaration of Colonial War that Destroys the Two-State Solution

Sada News - The Jerusalem Governorate stated that the announcement by the Israeli occupation authorities regarding tenders for the construction of 3,401 colonial units within the colonial scheme in Area (E1) east of occupied Jerusalem constitutes a practical declaration of a colonial war on the right of the Palestinian people to exist and live. It is a gross violation of the principles of international law and international legitimacy, and an occupying step aimed at definitively eliminating the two-state solution and imposing irreversible realities.

The governorate added in its press statement issued on Wednesday that the occupation authorities exploited the global attention focused on the genocide against our people in the Gaza Strip and the various international crises to push forward the most dangerous colonial schemes that had been nominally frozen for many years due to international warnings about their catastrophic repercussions. It clarified that the occupation has accelerated the course of this plan, moving it from the stage of deposit to rapid approval within a short period, before today announcing a construction tender as a prelude to the actual commencement of implementation on the ground.

It indicated that the announcement of this tender represents a dangerous turning point, as the occupation's policy transitions from the planning phase to the phase of field implementation, in a destructive precedent aimed at imposing permanent colonial realities with no return, undermining any future political horizon based on ending the occupation.

The governorate affirmed that the E1 plan is not limited to building colonial housing units, but represents an extremely dangerous strategic colonial project aimed at separating the northern West Bank from the southern part and transforming it into isolated enclaves, and isolating occupied Jerusalem from its Palestinian surroundings, effectively leading to the aborting of any possibility of establishing a viable Palestinian state with East Jerusalem as its capital.

The project extends over thousands of dunams that have been seized from towns in East Jerusalem, and aims to create direct geographical and demographic connectivity between the "Ma'ale Adumim" settlement and occupied Jerusalem, which effectively means annexing it and expanding the boundaries of the occupation municipality, displacing Palestinian Bedouin communities, and consolidating complete colonial control over the region.

The Jerusalem Governorate pointed out that this dangerous development comes as a culmination of a systematic colonial policy practiced by the occupation government throughout 2025, which witnessed unprecedented record numbers in the announcement of settlement tenders, reaching 9,629 colonial units, more than half of which were designated for the "Ma'ale Adumim" settlement and the surrounding area of plan (E1), as part of a "Framework Agreement" signed by the Israeli government with the settlement municipality last year, which stipulates an injection of 3 billion shekels into infrastructure projects necessary for this wide-scale colonial expansion.

It emphasized that the silence of the international community and its handling of these dangerous steps through timid statements of condemnation without taking deterrent and real actions has encouraged the occupation government to cross all red lines and proceed with its Judaization plans.

It confirmed that merely relying on diplomatic statements at this stage amounts to a level of political complicity and provides cover for the continuation of a completed crime being committed under the listening and watching of the world, which will inevitably lead to the collapse of any prospect for peace, replacing it with an open conflict that will have serious repercussions for the entire region.

The Jerusalem Governorate called on the international community, the United Nations, the European Union, and the Arab League to immediately transition from condemnation to accountability and accountability by imposing political and economic sanctions on the occupying state, holding Israeli officials accountable before international courts for war crimes committed in the occupied Palestinian territory, immediately recognizing the State of Palestine within the 1967 borders with East Jerusalem as its capital, and stopping all forms of direct and indirect support for settlement projects, including pursuing companies involved in them.

It concluded its statement by affirming that the resilience of our people in their land constitutes the first and last line of defense against these colonial schemes, and that the steadfast Palestinian right will not be nullified by annexation policies and imposed realities, and it will remain present regardless of the duration of the occupation and the changing balance of power.
