
A File Containing Intelligence Information at the International Prosecutor's Office Presented by the International Lawyers Team Along with a Memorandum on the Martyrs of Aid
SadaNews - In an exceptional operation, the international lawyers’ team entrusted by the Palestinian people to the Office of the Prosecutor and the International Criminal Court, headed by the Kuwaiti Dr. Faisal Khazaal and including Tunisians Chawki Attabi and Akram Zaribi and Palestinian Suhail Ashour, former president of the Palestinian Bar Association, submitted a file containing intelligence information regarding operations conducted by the Israeli Air Force on the Gaza Strip during the Iranian-Israeli war, putting the Israeli military establishment in an embarrassing position and deepening the exposure of criminal operations committed against the Palestinian people.
A responsible source in the Office of the International Prosecutor, who requested anonymity for professional safety reasons, stated that the international lawyers’ team presented on Sunday, July 20, 2025, a special file regarding military techniques carried out by the Israeli Air Force, concerning modifications to the warplanes used in the war between Iran and Israel this year 2025, which forced Israeli pilots to dispose of the munitions loaded on their warplanes before landing at their bases after completing their missions against targets in Iran. They preferred to drop them on civilians in Gaza rather than in the Mediterranean Sea according to military protocols, which was included by the international team in the memorandum numbered 25. They also presented another separate and independent memorandum regarding the massacres of the occupation forces against Palestinian civilians in Gaza, who were killed in the field while receiving food and medical aid during the past forty-eight hours.
In a special statement, the head of the international lawyers’ team, Dr. Faisal Khazaal, said: "Naturally, I will not be able to reveal all the details provided due to their sensitivity and to secure the position of the investigation, but based on the Israeli Air Force's practice of dropping excess munitions over Gaza during return flights from missions in Iran, there is a specific danger to flight safety, which is the increased risk of fuel tank explosions that the Israeli Air Force installed on the original bodies of warplanes. The physics of explosions of partially empty fuel tanks during landing poses a risk due to the vapor-to-air ratio, as these additional fuel tanks, when partially empty, contain a volatile mixture of fuel vapors and air. This produces an ideal explosive concentration (typically the fuel-to-air ratio ranges between 1% and 8% for aircraft fuel). The risks of ignition during landing, such as static electricity generated by the touch of landing gear on runways, and friction sparks resulting from damaged aircraft components, or electrical failures in the fuel pump systems. To reach distant Iranian targets, Israeli F-15/16 aircraft have been equipped with external fuel tanks, which increased the total fuel capacity by 40-60%. These non-integrated tanks lack advanced damping systems (such as nitrogen gas purging) found in modern American aircraft, making them more susceptible to explosions. "
It is known that this is not the first operation Dr. Faisal Khazaal has undertaken to reveal intelligence information against the occupation; he previously unveiled in early October 2021 the occupation's secret plan to separate Jerusalem from its Palestinian surroundings through (Givat Hamatos Plan) and (Atarot Plan), which the occupation quickly approved after being revealed on October 13, 2021. Afterwards, the Palestinian Ministry of Foreign Affairs and Expatriates issued a statement calling for urgent American intervention to stop the operations to separate Jerusalem from its Palestinian surroundings, as did the Palestinian presidency, which issued a statement warning of the dangers of settlement plans in the vicinity of occupied Jerusalem.
Dr. Khazaal completed his statement by saying: "Israel's criminal option has been Gaza as a military dumping ground, ignoring possible alternatives. For instance, disposing of munitions over the Mediterranean Sea would be a standard procedure for NATO under Article 57 of the Additional Protocol I of the Geneva Conventions. In addition, modern Israeli aircraft, such as the F-35, can land safely with unused munitions; hence any claim by the Israeli Air Force of an operational necessity would be incorrect. Communications leaked from the Israeli Air Force confirm that the raids were improvised and not previously planned against military targets. On the other hand, the population density in Gaza (5500 people/km²) made civilian casualties inevitable, thereby violating the principle of proportionality in the Rome Statute, which has been violated by deliberately directing attacks against civilian targets and employing methods of warfare that would cause unnecessary injury and prohibiting the targeting of life and physical safety against civilians. Especially since Article 51(4) of the Additional Protocol prohibits indiscriminate attacks. Thus, safety protocols do not justify war crimes, and the Israeli Air Force chose the children of Gaza over the empty waters of the Mediterranean Sea to dispose of its warplanes' munitions before landing. "
On the other hand, the international lawyers’ team submitted a separate and special memorandum regarding the massacres of the occupation forces against Palestinian civilians in Gaza, who were killed in the field while receiving food and medical aid during the past forty-eight hours, where the team submitted Annex No. 24 to the Office of the International Prosecutor at the International Criminal Court with great urgency, documenting Israel's ongoing commission of genocide, war crimes, and crimes against humanity in Gaza. Despite repeated calls from the International Criminal Court for accountability, the occupation forces insist on systematically slaughtering Palestinian civilians, including the deliberate targeting of aid seekers and using starvation as a weapon.
The annex contained compelling evidence of the latest atrocities committed by the occupation, including the massacre of civilians waiting for humanitarian assistance, as reported by WAFA on July 19, 2025, which resulted in the death of 98 Palestinians and the injury of 511 others in just 48 hours, where the starving aid seekers were executed. These are recurring atrocities detailed for the first time in the annex submitted by the international lawyers’ team No. 23 on June 30, 2025, and are now recurring without punishment. The total number of Palestinian fatalities has reached 58,765, the majority of whom are women and children, according to what has been confirmed by health authorities in Gaza.
In his requests, the head of the international lawyers’ team, Dr. Faisal Khazaal, urged the International Criminal Court to expand the arrest warrants to include all individuals listed in the complaint, for whom no leadership responsibility regarding these crimes is debatable, and to issue immediate protective measures under Article 57(3) of the Rome Statute to stop attacks on civilians and humanitarian convoys. He also requested the International Criminal Court to publicly condemn Israel's obstruction of justice, including its refusal to comply with court investigations.
It is noteworthy that the international lawyers’ team continues its relentless struggle since being officially tasked in October 2023. During this period, the team has been involved in complex legal and political battles, including confronting explicit threats directed at the International Public Prosecutor and staff at the International Criminal Court by members of the U.S. Senate. The team has also succeeded in thwarting the legal assault launched by representatives of 60 countries in the court against Palestinian rights. Among the team's significant legal achievements is the development of a scientific and legal standard for documenting the number of martyrs in cases where body parts are mixed due to the intensity of shelling, where the team determined that every 70 kilograms of human remains represents one martyr. The team has also presented, to date, 25 legal memoranda supported by thousands of pages of evidence and documents, and engaged in a highly crucial legal battle in the International Criminal Court in September 2024 to defend the rights of Palestinians in the West Bank and prevent the occupation from manipulating the facts of the crimes committed in the occupied Palestinian territories since 1967. The latest they presented was a significant response to a request made by the Israeli Deputy Attorney General, Gilad Noam, on May 9, 2025, which challenged the jurisdiction of the International Criminal Court to investigate war crimes committed in Gaza and called for the cancellation of arrest warrants and the suspension of ongoing investigations, where the team dismantled all the Israeli side's defenses. On July 16, the International Criminal Court rejected the request to cancel arrest warrants and suspension of investigations against Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant.
