Mustafa: Implementing Resolution 2803 paves the way for accelerating transitional arrangements that enable the authority to assume its responsibilities in Gaza
SadaNews: The Palestinian Prime Minister, Dr. Mohammad Mustafa, said: "The implementation of the New York Declaration and United Nations Security Council Resolution 2803 represents a practical framework that can be built upon to achieve stability in Gaza, restore governance, address the security needs of all parties, revive the Palestinian economy, and move towards realizing the Palestinian state and achieving its independence based on relevant international resolutions."
The Prime Minister added: "Recent years have clearly shown that war does not produce peace, that the blockade does not achieve security, and that occupation does not lead to stability. Furthermore, forced displacement cannot provide legitimacy, and annexation will not lead to coexistence. A just political solution remains the only way to achieve peace and stability."
This was stated during his speech at the ninth meeting of the International Coalition for the implementation of the two-state solution, which was held in the Belgian capital Brussels today, with the participation of representatives from over 80 countries and international organizations.
Mustafa emphasized that Gaza is not just a humanitarian issue, but an integral part of the State of Palestine, and that the successful implementation of Security Council Resolution 2803 must lead to the acceleration of transitional arrangements that enable the Palestinian Authority to fully assume its responsibilities in the Gaza Strip, ensuring the reunification of national institutions between Gaza and the West Bank.
The Prime Minister confirmed the readiness to engage in the implementation of transitional arrangements, in partnership with the Office of the High Representative – Peace Council, and with regional and international parties, in full compliance with international law provisions. This includes re-establishing public order and the rule of law, restoring the provision of essential services, and coordinating reconstruction efforts.
Mustafa referred to the establishment of a specialized committee in the Prime Minister's office, to serve as a central platform for coordination with the Office of the High Representative, ensuring alignment of international efforts, accelerating timely decision-making, enhancing implementation on the ground, and managing a process for transferring the governance of Gaza's affairs to the Palestinian Authority efficiently and effectively at the end of the transitional phase.
The Prime Minister also asserted that the existence of a comprehensive security framework constitutes a fundamental pillar for the success of this transitional phase, which includes creating a unified and legal security structure accountable to the legitimate authority, through effective coordination between international security forces and the Palestinian security institution, stressing that security should not be fragmented, but rather institutionalized, accountable, and linked to the rule of law.
Regarding the security and economic reality in the West Bank, Mustafa affirmed that the Palestinian Authority is facing systematic undermining due to Israeli policies and actions, especially in the security and economic arenas, and that the ongoing escalation of violence, settlement expansion, and continuous attacks by settler militias under complete impunity, sometimes supported by the Israeli occupation army, not only represent gross violations of international law and fundamental human rights but directly undermine the feasibility of achieving the two-state solution.
The Prime Minister stressed that these practices are not isolated incidents, but reflect a systematic aggressive trajectory that must be stopped. He called for immediate protection for Palestinian civilians, enhancing international mechanisms to ensure accountability, and protecting the most vulnerable communities.
Mustafa noted that the continued withholding of Palestinian clearance funds, along with the restrictions imposed on the Palestinian banking system, has exacerbated a deep financial and economic crisis, weakened governance capacity, undermined the resilience of institutions, and negatively affected citizen trust, which directly impacts stability and the prospects for achieving the two-state solution.
Regarding Palestinian institutional and security reform, the Prime Minister said: "True security is not achieved solely by force, but is built through strong and legitimate institutions. The Palestinian Authority has made significant progress in implementing the comprehensive reform agenda, especially in areas of enhancing the rule of law, increasing transparency, and improving the quality of services provided to citizens."
Mustafa added: "Our efforts in reforming the security sector, with support from our international partners, focus on building a professional, civilian, and accountable security apparatus. We are also working to strengthen the justice system and the rule of law, ensuring that our institutions serve our people and protect their rights."
The Prime Minister emphasized that these reforms are not theoretical, but rather practical steps being implemented on the ground, with over 70% of the reform plan being completed by the Palestinian government, targeted for completion by the end of this year, reflecting our commitment to good governance and readiness to assume full responsibilities for an independent and sovereign state.
In this context, Mustafa appreciated the role of the European Union, the United States, and other international partners, and their contributions to supporting border management, enhancing the rule of law, and building institutions. He affirmed that these efforts, however significant, must fall within a comprehensive political strategy leading to the realization of sovereignty.
The Prime Minister expressed his sincere appreciation to the co-chairs, the Kingdom of Saudi Arabia and the Kingdom of Norway, along with all the participating countries and institutions, for their continued advancement of this international path that commenced in September 2024, culminating in the New York Declaration during the UN General Assembly in September 2025.
Mustafa also expressed full solidarity with Arab brethren who faced Iranian attacks during the recent war, emphasizing a firm rejection of any violation of the sovereignty and security of states.
