A High-Level Delegation from the State of Palestine Visits the International Islamic Fiqh Academy
SadaNews - On Thursday, December 18, 2025, Dr. Qutb Mustafa Sano, Secretary-General of the International Islamic Fiqh Academy, received a high-level delegation from the State of Palestine that included Dr. Ahmad Abu Huliy, Head of the Refugee Affairs Department of the Palestine Liberation Organization, Dr. Ambassador Omar Awadallah, Deputy Minister of Foreign Affairs and Expatriates for Political Affairs, Ambassador Hadi Shibly, Permanent Representative of the State of Palestine to the Organization of Islamic Cooperation, General Consul of the State of Palestine in Jeddah, Ihab Al-Qayshawi, and Senior Advisor Nasim Al-Za'anin, Deputy Permanent Representative of the State of Palestine to the Organization of Islamic Cooperation.
Dr. Abu Huliy conveyed the greetings of the President of the State of Palestine, Mahmoud Abbas, to the Secretary-General of the Academy, in appreciation of the Academy's efforts in supporting the Palestinian cause. He expressed the high appreciation of the State of Palestine for the Academy's steadfast positions that support the rights of the Palestinian people and their just cause.

Abu Huliy and Ambassador Awadallah briefed the esteemed Secretary-General of the Academy on the latest political and humanitarian developments in the Gaza Strip and the serious escalation of Israeli colonial policies in the West Bank, including Jerusalem, which targets the displacement of the Palestinian people from their land through daily incursions into cities, villages, and universities, arrests, destruction of Palestinian camps, and crimes committed by terrorist settlers protected by the occupation army, alongside their daily assaults on the Palestinian people. Dr. Abu Huliy also reviewed the policies facing UNRWA, which are similar to those faced by the Palestinian government aimed at undermining and even terminating the agency's work. He called for the Academy to take practical measures in support of the agency, including issuing a fatwa that permits Muslims to direct their zakat to UNRWA, which may contribute to supporting it and ensuring its humanitarian work for Palestinian refugees, estimated to exceed 6.5 million.
For his part, Dr. Qutb thanked the delegation from the State of Palestine for their valued visit to the Academy and confirmed that the Academy will continue to support the Palestinian cause, expressing the Academy's readiness to issue a fatwa that allows directing zakat to UNRWA. He emphasized that the agency is international and specializes in providing aid and assistance to Palestinian refugees, pointing out that the Academy, in coordination and cooperation with the State of Palestine, will hold an international seminar on this subject before the blessed month of Ramadan.
