The Attorney General Concludes an Official Visit to the Republic of Turkey to Enhance Bilateral Judicial Cooperation
SadaNews - The Attorney General, Counselor Akram Al-Khateeb, has concluded an official visit to the Republic of Turkey, leading a high-level judicial delegation, in response to an invitation from the Turkish Justice Institute in cooperation with the Turkish Cooperation and Coordination Agency (TIKA), to participate in the opening of a training program dedicated to Palestinian judges and public prosecution members. The visit program included a series of official meetings with heads of the highest judicial bodies in Turkey, as part of efforts to expand international partnerships aimed at developing the justice sector, exchanging experiences, and deepening legal relations with Turkish institutions, thereby enhancing the rule of law in the State of Palestine.
During the opening of the training program, the Attorney General emphasized that this meeting represents a pivotal station in a long journey to develop the Palestinian judicial system, noting that addressing emerging crimes and the evolution of tools used to commit them requires specialized training and an institutional vision open to international experiences.
The Attorney General commenced his official meetings with a high-level meeting with the Attorney General of the Turkish Court of Cassation, Counselor Muhsin Senturk, at the premises of the Supreme Public Prosecution in Ankara. The level of reception and the nature of the dialogue reflected the depth of mutual respect and the status of the judicial relationship between the two countries. The meeting involved an in-depth discussion of the legal systems, the functions of the public prosecution, and mechanisms for cooperation in prosecuting serious and transnational crimes, in addition to opportunities for developing training and judicial assistance. The meeting was attended by His Excellency Ambassador Nasser Abu Jish, and the head of the International Crimes and Judicial Cooperation Prosecution, Jamil Sajdia.
The discussions resulted in understandings to enhance direct communication channels between the two public prosecutions and to develop specialized programs for exchanging judicial and legal experiences, thereby establishing a sustainable practical framework for cooperation.
The Attorney General also met with the President of the Constitutional Court, Judge Qadri Ozkaya, who praised the depth of relations between Turkey and Palestine and condemned the grave violations against the Palestinian people, affirming the court's readiness to enhance cooperation and mutual support.
In his meeting with the President of the Court of Cassation, Mr. Omar Karkoz, Al-Khateeb discussed the role of the court in maintaining the unity of law and the possibility of benefiting from the Turkish experience in issuing advisory opinions, in addition to discussing the exchange of model cases in complex crimes.
The Attorney General visited, along with the President of the Turkish Justice Academy, Mr. Bekir Altuan, the Council of Judges and Prosecutors, where he met with the Deputy President of the Council, Mr. Fuzuli Aydogdu, and was briefed on the structure of the Council, its functions, and the mechanisms for appointing, promoting, and disciplining judges, in addition to international cooperation programs. The two sides also discussed the challenges of the judicial workload and inspection systems and disciplinary procedures.
He also met with Counselor Al-Khateeb and the President of the Turkish Cooperation and Coordination Agency (TIKA), Mr. Abdullah Erin, expressing his appreciation for the ongoing Turkish support and commending the qualitative role that "TIKA" plays in enhancing the capabilities of Palestinian institutions.
In a meeting with the Turkish Minister of Justice, Mr. Yilmaz Tunç, ways to develop international judicial cooperation mechanisms and facilitate access to justice despite geographical constraints were discussed.
The Attorney General also visited the Chief Ombudsman, Counselor Mohammad Akarja, in the presence of the Secretary-General of the Office, Mr. Mohammad Dogan, where they reviewed the structure and roles of the office and delivered thematic reports to the Palestinian delegation regarding the genocide in the Gaza Strip.
In the context of enhancing coordination, the Attorney General met with the Chief Prosecutor of Ankara, Mr. Gokhan Karakuse, to discuss mechanisms for exchanging information and experiences to serve the development of judicial work.
The visit concluded with a meeting at the Embassy of the State of Palestine in Ankara with His Excellency Ambassador Nasser Abu Jish, who accompanied the Attorney General during his official meetings, where they discussed aspects of diplomatic coordination supporting the development of the justice system and enhancing judicial cooperation between the two countries.
