Launch of the Fourth Joint Conference to Enhance the Relationship and Cooperation Between the Public Prosecution and the Palestinian Police

SadaNews - Today, Saturday, in the city of Ramallah, the fourth joint conference to enhance the relationship and cooperation between the Public Prosecution and the Palestinian Police was launched under the title "Enhancing Security and the Rule of Law: Horizons and Challenges." The conference was inaugurated in the presence of the Attorney General, Counselor Akram Al-Khatib, the Director-General of Police, Major General Alam Al-Saqa, the Head of the European Union Mission to Support Police and the Rule of Law, Ms. Karin Limdal, along with the heads of prosecutors from various governorates and specialized prosecutors, and directors of police departments.

The Attorney General, Counselor Akram Al-Khatib, began the conference with a speech in which he emphasized that the reality of justice in Palestine goes beyond any normal condition, as justice is administered under occupation and the law is upheld despite multiple obstacles. He noted that the justice institutions have never ceased to perform their duty, with the Public Prosecution remaining open and the police continuing their work, as the continuation of these two institutions is evidence of sovereignty and an indicator of the vitality of the state, embodying a genuine constitutional responsibility towards the Palestinian citizen and their right to justice.

The Attorney General also clarified that the signing of the memorandum of understanding comes as a renewal of institutional cooperation between the Public Prosecution and the police, based on clear legal foundations that establish specific competencies for each party, a unified procedural framework, and fixed rules of cooperation that are not subject to individual interpretation. He affirmed that this step paves the way for addressing emerging crimes – electronic, financial, and cross-border – with more advanced and responsive tools. He stated that the police and the Public Prosecution are two wings of one justice system, with their work based on impartial investigations, the integrity of procedures, and the supremacy of public interest above all considerations, concluding his speech by reviewing the value of national and international partnerships, hoping that the conference would serve as a launching pad towards a more stable and clear phase in the application of justice in the State of Palestine.

For his part, the Director-General of Police, Major General Alam Al-Saqa, noted that in light of the difficult circumstances faced by our Palestinian people and the multiple challenges, we seek to activate justice in a manner consistent with the requirements of security and public order.


He emphasized the complementary nature of the relationship between the Public Prosecution and the police through joint action to achieve justice, via a Public Prosecution that upholds the rule of law, and a professional police that enforces it in coordination with the prosecution and under its supervision, and works to maintain security and public order, respecting the basic rights of citizens. He pointed to the importance of developing the capabilities and skills of police personnel and providing all material and technical needs to facilitate the police's positive role in the justice system.

Major General Al-Saqa presented the developments in the work of police departments and the establishment of new units based on community needs, as well as statistics and achievements that the police have accomplished over the past months.

Meanwhile, the Head of the European Union Mission highlighted the importance of enhancing cooperation between the police and the Public Prosecution, particularly in light of the difficult financial, social, and institutional circumstances facing the State of Palestine. She indicated that the European mission plays a crucial role in supporting the future reform process, especially regarding the development and empowerment of justice sector institutions, contributing to resolving more cases and improving the quality of services provided to citizens.

On the sidelines of the conference, Attorney General Counselor Akram Al-Khatib and Director-General of Police Major General Alam Al-Saqa, in the presence of the Head of the European Union Mission, signed a joint memorandum of understanding to enhance cooperation mechanisms between the two parties.
