Enhancing the Partnership between the Public Prosecution and Local Authorities to Facilitate Access to Services in the Justice System
SadaNews - A workshop titled "Activating the Partnership between the Public Prosecution and Local Authorities to Access Services in the Justice System" launched today in Ramallah, with the participation of Attorney General Counselor Akram Al-Khatib, Minister of Local Government Sami Al-Hajawi, alongside several mayors and local authority heads.
The workshop aims, according to a statement from the Attorney General's Office, to explore mechanisms of cooperation between the Public Prosecution and local authorities to enhance citizens' access to legal services, especially in the areas most susceptible to violations and difficult to access due to exceptional circumstances, achieving principles of justice and the rule of law.
The Attorney General emphasized in his opening speech that this meeting represents a strategic milestone for enhancing integration between the Public Prosecution and local authorities, especially in documenting occupation crimes and protecting affected groups. He confirmed that local authorities are not merely administrative arms but field witnesses and the first line of defense against occupation violations and their documentation.
He also noted that Palestinian children, who face harsh realities that exceed their ages, need a protective humane environment and responsive local institutions capable of paving a fast and fair path toward justice. He expressed confidence in the role of local authorities as key partners in implementing national strategies to protect children and in building a legal and societal environment that anchors justice as a right and a practice.
For his part, Minister Al-Hajawi stressed that today's meeting is not just a training session but a practical step towards establishing social justice in municipal work and a better understanding of the role of local authorities in protecting marginalized groups, especially children, enhancing collaboration with specialized prosecutor offices, and building bridges of trust between citizens and state institutions.
Al-Hajawi added: We believe in the ministry that local authorities are the first line of defense in facing crises, they are the executive arm of the state in serving the people, and they are the face that reflects the image of the homeland in the eyes of citizens. The participation of a large number of local authority heads is a reflection of the significant awareness and interest in developing skills and knowledge and the commitment to serve our people's rights and achieve justice in cooperation with the concerned parties.
He continued: Our message today is that the pursuit of achieving justice is not limited to courtrooms; it is a culture that begins at the municipal door, in the alleys, neighborhoods, and streets, and from the ability of heads, members, and employees of local authorities to serve citizens efficiently, responsibly, honestly, and professionally.
The workshop also reviewed several best practices of local authorities in providing services within the framework of enhancing the justice system. The Mayor of Ramallah, Issa Qasis, presented successful municipality experiences, alongside valuable contributions from the Mayor of Nablus, Hossam Al-Shukheir, the Mayor of Jericho, Abdel Karim Seder, and Jenin Public Prosecution Chief, Mohammed Jarrar, who showcased practical models in enhancing the integration of municipal work and social justice.
It is noteworthy that the workshop will last for two days, during which services provided by the Juvenile Protection Prosecution will be reviewed, along with the challenges and obstacles facing local authorities' work, discussing proposed solutions. The workshop will also address successful experiences of the Juvenile Protection Prosecution in cooperating with local authorities in the best interest of the child and community participation to serve children's issues and rights.
