According to the Hebrew channel, as translated by SadaNews, Israel is preparing to end its operations in the refugee camps in the West Bank, and it is negotiating with the Palestinians regarding the return of the residents.

It indicated that Israel is imposing conditions on the process of returning the residents and granting the Palestinian Authority control over the camps, but one of the main conditions is causing a stalemate and hindering the progress in the negotiations.

The main condition, according to the channel, is that the Palestinian Authority must refrain from allowing international relief organizations into the refugee camps, and must provide services itself to all residents.

The channel quoted unnamed sources that the Palestinian Authority refuses this condition, fearing that it would seem as if it is abandoning the issue of refugees, while Israel insists that without an agreement on this clause, a return to Palestinian territories will not be possible, and other conditions will not be discussed.

A security source estimated that if an agreement is reached on the issue of the withdrawal of relief organizations, there may be room for flexibility regarding the remaining requirements.

Among the other conditions set by Israel is that the return of the residents will only be possible after the Israeli army completes redesigning and restructuring the area and creating other roads according to its security interests.

An underground infrastructure for electricity and water will also be created for the benefit of the residents.
