SadaNews - The Israeli army intends to prepare a plan to disarm the Hamas movement and resume fighting in Gaza, in case U.S. President Donald Trump's plan fails to achieve a ceasefire in the sector since October 11, 2025.
According to Israeli broadcasting authority "Kan 11", the U.S. administration is striving to push its plan more vigorously into the second phase, but it is facing difficulties in doing so.
The U.S. efforts include a draft resolution that was submitted to the United Nations Security Council, which includes the powers of the international force that the Trump administration is working to establish, a force that is supposed to operate in Gaza in cooperation with elements of the Palestinian police.
In the event that Trump's plan does not succeed, it is expected that the Israeli army will formulate a plan to disarm Hamas concurrently with the renewal of fighting.
"Kan 11" quoted an Israeli official as saying, "The question is not whether Hamas will be disarmed or not, but who will do it."
Additionally, what is known as the "Gaza Humanitarian Foundation," supported by Washington and Tel Aviv, has suspended its operations inside the sector in recent days due to the ceasefire and the entry of hundreds of aid trucks.
According to sources, the foundation has not activated the aid sites, which had stirred controversy during the war, since the ceasefire came into effect.
It said in a statement, "In light of the ongoing ceasefire in operations in Gaza, the 'Gaza Humanitarian Foundation' is making localized adjustments to its operations while continuing discussions with its partners regarding the next phase of aid efforts, a phase in which our tested model is expected to play a central role. To eliminate any ambiguity, the foundation continues to operate as a whole and is ready to resume its operations immediately when that becomes possible."
Israel and Hamas continue to implement the first phase of Trump's plan, as there has been a swap of living prisoners between them, followed by a transfer of bodies of prisoners, while the bodies of three Israeli prisoners remain in Gaza.
The second phase of Trump's plan stipulates the establishment of an international stability force in Gaza with a mandate from the Security Council, as Washington presented a draft resolution that welcomes the establishment of a "Peace Council," a transitional governing body for Gaza, which is theoretically to be presided over by Trump, with its mandate extending until the end of the year 2027.
The resolution grants member states the authority to form a "temporary international stability force" working with Israel, Egypt, and the newly trained Palestinian police to assist in securing border areas and disarming Gaza; and unlike previous drafts, this resolution indicates the possibility of the establishment of a Palestinian state.
The amendments made to the draft U.S. resolution have raised Israeli reservations concerning the role of the United Nations, the powers of the transitional governing body, and the tasks of the international stability force; in return, Russia and China are preparing to vote against the resolution in its current form, which threatens to thwart it before reaching a vote, amid U.S. warnings that "blocking the process could leave a dangerous vacuum" in managing the next phase in Gaza, while Beijing and Moscow view the draft resolution as "biased towards Israel" and lacking accountability mechanisms.
