Hamas to Intermediaries in Cairo: Israel Must Be Compelled to Implement the First Phase of the Ceasefire Agreement
SadaNews - On Sunday, Hamas called for obligating Israel to implement the terms of the first phase of the ceasefire agreement regarding the Gaza Strip, allowing for serious dialogue on the issues of the second phase.
This came during meetings the movement held with unnamed intermediaries and Palestinian factions in the Egyptian capital, Cairo, according to a statement issued by Hamas.
The movement stated: "Last week, the Hamas delegation in Cairo held several meetings and discussions with intermediaries and Palestinian factions, aimed at completing the implementation of all the items of the first phase as outlined in the Sharm El-Sheikh agreement, where the occupation has not adhered to most of its commitments, and has continued its violations on a daily basis."
It added: "We have positively engaged with the discussions and dialogues that took place, and we confirmed our commitment to continue communication and coordination with the intermediaries to achieve an acceptable agreement in light of President (Donald) Trump's initiative and the Sharm El-Sheikh agreement, to put an end to the humanitarian suffering in the Gaza Strip, the withdrawal of the occupation forces from the entire region, and the start of the reconstruction process."
The movement emphasized the necessity of "compelling the occupation to implement the items of the first phase to allow for serious dialogue on the issues of the second phase."
In October 2025, the Sharm El-Sheikh ceasefire agreement in Gaza was signed with Egyptian, American, Qatari, and Turkish sponsorship.
On Tuesday, the Gaza government media office announced that Israel had committed 2,400 violations of the ceasefire agreement in the region during the six months since its enforcement on October 10, which included killings, arrests, blockades, and starvation.
Trump had announced in mid-January of last year the start of the second phase of his plan adopted by United Nations Security Council Resolution No. 2803 issued on November 17, 2025.
The first phase, which came into effect in October 2025, involved a ceasefire and an exchange of Israeli prisoners for Palestinian prisoners, while Tel Aviv continues to violate the agreement daily.
Since the ceasefire agreement came into effect, Israel has evaded its obligations as stipulated in the agreement, foremost among these being the cessation of military operations, alongside the entry of agreed quantities of food, relief, medical assistance, and lodging materials, according to official Palestinian data.
The daily Israeli violations have resulted in the martyrdom of 775 individuals and injuries to 2,171 others, according to the Ministry of Health.
The agreement was reached after two years of war initiated by Israel in Gaza on October 8, 2023, with American support, continuing in various forms thereafter, which resulted in over 72,000 martyrs, more than 172,000 injuries, and widespread destruction affecting 90 percent of the infrastructure.
