Resistance Against the Wall and Settlement: Announcing Bids for Construction in E1 is an Explicit Declaration of Transition to the Implementation Phase and a Deliberate Destruction of the Two-State Solution

SadaNews - The Head of the Wall and Settlement Resistance Commission, Minister Muayad Sha'ban, stated that the occupying authorities, represented by what is known as the "Israeli Lands Authority", have launched a large bid to construct 3,401 colonial units in the E1 area east of occupied Jerusalem, pointing out that this step constitutes an extremely dangerous development in the context of the accelerated assault on Palestinian lands through colonial settlement plans.

Sha'ban confirmed the practical transition of the occupying authorities from the planning and approval phase to the implementation phase regarding this plan, which is one of the most dangerous colonial schemes that has been formally frozen for three decades.

Sha'ban clarified that this bid is a continuation of the E1 plan that was approved in August 2025 after being delayed for nearly 30 years due to international pressure, noting that the initiation of the bidding process effectively means completely separating Jerusalem from its Palestinian surroundings and connecting the Ma'ale Adumim settlement with the city as part of the "Greater Jerusalem" project, undermining any realistic possibility of establishing a geographically connected Palestinian state.

He added that the year 2025 witnessed an unprecedented escalation in the pace of colonial bids, with the occupying authorities offering a total of 10,098 new colonial units, the majority of which were for the Ma'ale Adumim settlement with over 7,000 colonial units, in addition to 900 units for the Efrat settlement on lands in Bethlehem Province, and 700 units in the Ariel settlement on lands in Salfit Province, among other bids that reflect a systematic trend to deepen colonial control over Palestinian land.

Sha'ban asserted that the announcement of these bids cannot be separated from the overall political context of the occupying government, which continues to impose permanent colonial realities through planning, construction, and legislation tools, transforming colonial settlement from a creeping policy to an announced actual annexation project executed under legal and administrative cover.

He warned that what is happening in the E1 area represents a dangerous turning point in the Israeli colonial scene, calling on the international community to move beyond verbal expressions of concern and take practical steps to stop the actions of the occupying state, which constitute a flagrant violation of international law and international legitimacy resolutions, and directly undermine the chances for peace and stability in the region.

Sha'ban concluded by emphasizing that the Wall and Settlement Resistance Commission will continue to monitor this file at all national and international levels and will work to uncover its political and geographical repercussions, considering it one of the most dangerous junctions of the Israeli colonial project in Jerusalem and its surroundings.
