The Most Important Developmental and Reform Interventions Implemented by the Government Last Week
SadaNews: The Government Communication Center issued a report today, Monday, highlighting the major developmental and reform interventions carried out by the government during the past week (1/3/2026 – 7/3/2026), as follows:
Prime Minister Muhammad Mustafa affirmed the President's directives to various government institutions to address the needs of our people and ensure the provision of basic services in light of the escalating assaults of the occupation and its settlers, and regional developments, noting that the government emergency cell is in a state of constant assembly and coordination.
In the context of monitoring the conditions of Palestinian communities, the Minister of Foreign Affairs and Expatriates contacted the ambassadors of the State of Palestine in Saudi Arabia, the UAE, Kuwait, Qatar, and Bahrain, in addition to the permanent representative to the Organization of Islamic Cooperation and the Consuls General in Erbil and Jeddah, to check on the status of the communities under current circumstances.
She emphasized the necessity of adhering to the instructions of the host countries, confirming that the Palestinian leadership is continuously monitoring their situations, alongside forming a crisis cell at the ministry's headquarters to follow up on the community needs and facilitate their issues.
The ministry also welcomed the statement from the open-ended emergency meeting of the Executive Committee of the Organization of Islamic Cooperation convened at the request of the State of Palestine, which affirmed the centrality of the Palestinian issue and the Arab and Islamic consensus on supporting the Palestinian position politically, legally, and financially, rejecting occupation and annexation policies.
The Ministry of Social Development implemented a series of relief and social interventions in the West Bank and Gaza Strip that benefitted 2,668 families with food and non-food parcels and vouchers valued at approximately 495,488 shekels, alongside providing 287 health insurance services and executing interventions for people with disabilities (44), the elderly (100), women (92), children (168), youth (94), kindergartens (10), and economic empowerment (6), while 1,018 orphans benefited from various services.
The interventions also included distributing food parcels in Jerusalem, Tulkarm, Tubas, and thousands of bags of flour in Hebron, as well as implementing Ramadan support programs in cooperation with partners including the World Food Programme.
In the Gaza Strip, the ministry executed extensive relief interventions that included 400,299 food interventions (baskets of vegetables and fruits, baby milk, meals, and bread and Suhoor), distributing 820 drinking water cups, in addition to 4,600 non-food interventions (tents, health parcels, mattresses, winter clothing, and dignity bags).
There were also 3,308 interventions in the field of women's protection, 81 in child protection, and 96 in the field of orphans.
The Ministry of Public Works and Housing continued to assess the damage to buildings in the Gaza Strip, which reached 10,327 buildings, while 58,429 housing units were documented as damaged. In the field of shelter, 117 tents were installed in the Al-Zeitoun camp, with the operational water well in the camp, and work is ongoing to establish two water desalination stations and implement a sewage network in partnership with cooperating institutions and organizations, with a new contractor set to begin work next week.
In the debris removal and management file, the total quantities removed reached 614,000 tons, of which 118,000 tons were crushed as part of reuse and recycling plans, and 1,980 tons of rubble were crushed in the central region, bringing the total recycled rubble used in road construction to 3,070 tons under the Emergency and Development Response program in the State of Palestine in partnership with "UNDP", with the rubble used in several roads including: Al-Bashir and Saudi Center Streets - Al-Qarar, and the roads of Al-Barka Waste Dump - Deir al-Balah, and Maghazi Dump - Maghazi, and Al-Amal Neighborhood Dump in Khan Younis.
In cooperation with the Arab International Authority for Reconstruction of Palestine, 1,280 tons of rubble were removed and vital roads including Ahmed Al-Shuqairi street and the Kusa area, as well as streets behind our clinic were opened. In the West Bank, the paving of the Oasis Housing - Salhab road project in Tubas Governorate began to link Tubas city with the Salhab and Al-Za'tara regions. Safety improvement works were implemented on several roads in Qalqilya Governorate, including the creation of speed bumps, installing traffic signs, painting, and road furniture to reduce speed and accidents, in addition to the tendering of the expansion of the Dier Abu Dhiouf Secondary Girls' School in Jenin and completion of the preparation and drafting of the Palestinian loads and forces code and the Palestinian road code, with the start of the coordination phase and final review with the relevant parties.
The Minister of Agriculture discussed with a delegation from 'ANERA' the prospects of developing cooperation and expanding agricultural and developmental programs in Palestine to enhance food security and support farmers’ resilience. Following up, the Jordanian-Palestinian Agricultural Marketing Company exported more than 120 tons of lemons to the UAE in February, under an agreement to supply 500 tons to supermarket and hypermarket chains.
The ministry also implemented, in cooperation with Jerusalem Governorate and funded by the Moroccan Bayt Mal Al-Quds Agency, an advisory activity within the field schools for olive growers in Abu Dis.
In the regulatory context, the ministry continued inspection campaigns on fertilizer and pesticide shops in northern Hebron for 2026, while technical committees conducted field tours within the agricultural assistance program funded by the European Union to monitor and receive agricultural projects in Qalqilya, Hebron, Ramallah, and Tubas.
The public civil affairs teams continued to implement humanitarian and service interventions in various governorates to alleviate the suffering of citizens under closures and restrictions, which included reopening several barriers and gates, facilitating citizens' movement, organizing the entry of medicines, foodstuffs, gas and fuel, and waste trucks, ensuring the access of medical teams and ambulances, transferring patients between hospitals, enabling municipalities to carry out maintenance works, repairing communication lines, facilitating farmers’ access to their land and entering fodder for farms, alongside recovering seized properties without fines. The authority emphasized its continued follow-up to secure citizens' needs and facilitate the work of medical and service teams in various governorates.
The Emergency Media Response Committee commenced its work at the unified emergency response center at the Ministry of Interior headquarters. On the ground, the ministry executed a series of actions and interventions to preserve security and order; the police arrested 684 wanted individuals and executed 1,848 judicial warrants, dealing with 30 drug-related cases and 233 incidents of assaults, thefts, brawls, and criminal activities. In its humanitarian roles, the Civil Defence executed 114 firefighting missions and 66 rescue missions, issued 489 permits for facilities and industrial activities, inspected and licensed 277 elevators, and conducted 1,166 field inspections to ensure public safety measures. The customs control unit followed up on 23 cases related to tax and customs evasion and market monitoring, confiscating 521 kg of expired and unlicensed goods that did not meet specifications.
The head of the Energy and Natural Resources Authority discussed with the Director General of the Civil Defence mechanisms for expediting the issuance of safety approvals for solar energy projects, and both parties agreed to enhance technical coordination and develop standardized guidelines for safety requirements to support investment in renewable energy while adhering to the highest general safety standards.
In a practical step, a temporary license was granted for a 1.5 MW solar energy project in the Talouza area in Tubas Governorate, utilizing photovoltaic systems with a storage capacity of up to 80%, where the produced energy will be pumped into the Tubas electricity grid, as part of the expansion of renewable energy projects and enhancing energy independence in accordance with the National Strategic Plan for Clean Energy.
The Ministry of Higher Education and Scientific Research completed maintenance and rehabilitation of the Tamoun Primary School for Boys in Tubas at a cost of $200,000, and signed a supervisory contract for the establishment of Beit I'nan Secondary School in the outskirts of Jerusalem, in addition to tendering for the expansion of the Dier Abu Dhiouf Secondary School for Girls in Jenin at a cost of $650,000 to add 4 classrooms and administrative and specialized rooms.
In higher education, the ministry announced scholarship opportunities in India, Romania, Azerbaijan, and Poland for the academic year 2026-2027, and the council of university presidents, chaired by the minister, discussed the development of higher education outputs and relief efforts for education in the Gaza Strip.
The Minister of Transportation and Communications met with the ambassadors of Canada and the Kingdom of Morocco to discuss enhancing cooperation and exchanging experiences in the fields of transport and communications. The ministry also worked on developing the system of dynamometer centers through the specialized committee, extending the license of some centers temporarily due to the current situation. The recorded movements included 250 initial registrations, 25 equipment movements, 893 ownership transfers, 308 other movements, 420 permit movements, 36 for transport companies, 529 new drivers or replacement of foreign licenses, 16 for distinctive numbers, and 499 for regular plates. The total vehicle movements reached 11,205 movements, and driver movements reached 5,256 movements, in addition to 801 practical exams and 925 theoretical exams.
The Environmental Quality Authority conducted 17 monitoring and inspection rounds on industrial facilities, followed up on two environmental complaints, and issued 5 permits for importing chemical materials. They also issued a press statement for the Palestinian National Environment Day on March 5 under the slogan: "Volunteer and Protect.. Sustainable Environment," aimed at enhancing environmental awareness and highlighting the challenges and issues facing the Palestinian environment.
The Minister of Labor discussed with the Ambassador of the Sultanate of Oman in Palestine ways to enhance cooperation to support Palestinian workers, while the ministry discussed with the Palestinian Deaf Federation enabling individuals with hearing disabilities in the labor market through programs from the Palestinian Employment Fund and 14 vocational training centers. The Qalqilya Labor Directorate implemented an awareness activity for students and graduates of Al-Quds Open University to enhance their readiness for work.
The General Department for Employment Services issued 758 unemployment certificates for free health insurance and benefited 1,901 individuals from various employment services through the system. The cooperative labor sector studied 5 grants for cooperative societies, provided 7 legal consultations, and addressed one complaint. In the field of occupational safety and health, visits were conducted to 5 facilities employing 161 workers, where 80% of facilities complied with safety requirements and 100% provided personal protective equipment, with 6 work injuries recorded and investigations conducted into 3 of them.
The General Department for Inspection and Labor Protection conducted 23 inspection visits benefiting 195 workers, received 10 labor complaints, and provided 15 legal consultations, while conducting an awareness session in Salfit. In organizing external labor, the conditions of displaced persons from Gaza in several hotels were verified in preparation to provide assistance to them, and health insurance stamp lists for green line workers numbering 5,484 workers valued at 510,012 shekels were submitted to the Ministry of Health.
In vocational training, initial approval was granted for licensing 4 private training centers, a license was granted to 4 others, and licenses for 6 centers were renewed with the addition of 2 new specialties, in addition to preparing a memorandum of understanding with the Water Authority and updating the memorandum with the Jerusalem Electric Company. The Palestinian Employment Fund implemented temporary employment projects in Gaza funded by the Norwegian government, KfW, the Belgian government, and the International Labour Organization to enhance job opportunities and support livelihoods and economic recovery.
The Minister of Culture signed a cooperation agreement with Al-Qasbah Theater and Cinematheque to support the "Ramallah Cultural Lighthouse" project in its fourth phase as part of support for long-term cultural projects for 2026.
In Salfit Governorate, the Ministry of Culture organized a series of activities that included a screening of the film "After" by Palestinian director Maha Haj, and a seminar titled "Elements of Heritage and Its Importance in Representing Palestinian Memory," implementing the Palestinian folk tales program, alongside a poetry evening in cooperation with the Roots Charity Association and a training workshop on psychological relief titled "How to Build Trust and Enhance Communication" in cooperation with the Expertise Forum Association. In Jenin, in collaboration with Freedom Theater, a cultural event was held to commemorate the 40th anniversary of the death of Palestinian artist Muhammad Bakri. The Ministry of Culture also organized cultural Ramadan events in Hebron in partnership with cultural institutions to enhance societal cohesion, along with a storytelling activity for children in Beit Ula that included the reading and discussion of the story "The Journey from the South to..." allowing children to interact and express their opinions and feelings.
The Minister of Tourism and Antiquities, alongside the representative of the presidential committee for church affairs, inspected the ongoing restoration works at the Church of the Nativity, while the ministry launched specialized training on scientific archaeological excavations to develop its cadres in this field.
It also condemned the Israeli army's incursion into the Old Town Museum in Hebron and its takeover, and conducted inspection tours on tourist facilities to ensure their compliance with the system and the law, reviewing their field conditions and addressing the challenges hindering their development.
The Ministry of National Economy announced a list of companies benefiting from lists A1 and A2 related to the economy, agriculture, and agricultural quotas according to approved standards, through a committee including the Ministry of National Economy, the Ministry of Agriculture, the Ministry of Finance, the Ministry of Industry, the Administrative and Financial Control Bureau, and the General Secretariat of the Cabinet.
The Minister of Economy also conducted a field tour in the Jericho Governorate to review the teams' efforts in regulating and controlling the market, discussing with the Brazilian ambassador to Palestine enhancing trade exchange and forming joint technical teams to follow up on the execution of signed agreements and benefit from them. In the context of market oversight, teams carried out 113 inspection rounds covering 888 establishments, during which 77.5 tons of non-compliant materials were disposed of, and 38 legal notifications and commitments were filed, with one violator referred to the Public Prosecution.
Thirty-one complaints were handled in consumer protection, and 19 samples were withdrawn for laboratory testing, in addition to registering 50 companies and providing 816 services in the area of companies, registering 19 new traders in the commercial register, providing 22 services in the commercial register, issuing 154 import licenses, 15 business transactions cards, 27 certificates of origin, and 48 trade transactions with Turkey, as well as registering 4 trademarks and providing 69 services in the field of intellectual property.
In the framework of celebrating International Women’s Day, the Ministry of Women’s Affairs issued seven specialized reports this week discussing the conditions of women in the fields of economy, education, health, political participation, gender-based violence, and Palestine's implementation of Security Council Resolution 1325, along with a special report on the reality of female prisoners in Israeli jails.
These reports documented the reality of women in the Gaza Strip and the West Bank, including Jerusalem and the camps, highlighting the challenges and violations faced by women at various levels.
These reports were also distributed in coordination with the Ministry of Foreign Affairs and Expatriates to the Palestinian diplomatic missions around the world, aiming to convey a comprehensive image of the reality of Palestinian women and their suffering to the international community.
