President Abbas: A Comprehensive Reform Program to Establish the Rule of Law and Strengthen the Resilience of the People

SadaNews - Below is a statement issued by President Mahmoud Abbas, President of the State of Palestine, and Chairman of the Executive Committee of the Palestine Liberation Organization:

In light of the delicate and sensitive phase our national cause is going through, and the ongoing aggression and systematic occupation policies targeting our existence and legitimate rights, we closely and responsibly follow the discussions and campaigns raised on some social media platforms, which are sometimes accompanied by incitement and distortion of facts that do not serve the supreme national interest and do not align with the magnitude of the existential challenges we face.

I affirm, without any ambiguity, that fulfilling the sacrifices of our noble martyrs, our brave prisoners, our wounded, and their steadfast families is a firm national and moral commitment that is not subject to political exploitation or bidding, and it should not be used as a means of incitement or to provoke division or to harm the institutions of our legitimate national state.

Based on the constitutional responsibilities placed upon the President of the State of Palestine and according to the provisions of the Palestinian Basic Law, the issuance of decisions by law is exclusively within the constitutional powers of the president, in accordance with the necessities of the supreme national interest, and in a manner that ensures the protection of the Palestinian political system, the continuity of the state's institutions, and the enhancement of our people's resilience in the face of current challenges.

In this context, and in line with our national and international commitments, we are proceeding to implement a comprehensive national reform program aimed at developing and modernizing the legal and institutional framework of the State of Palestine, establishing the rule of law, promoting the principles of good governance, transparency, accountability, and ensuring the separation of powers, in a way that serves the public interest and enhances citizen trust in the institutions of their state.

This reform program includes the review and modernization of the laws governing political, administrative, economic, and social life, foremost among them the laws related to financial governance, public administration, judiciary, combating corruption, and enhancing the independence of oversight institutions, in a manner that ensures performance efficiency and equitable application.

We also reaffirm our commitment to completing constitutional and political reform, including the work on preparing the necessary constitutional frameworks for an organized transition from the national authority phase to the state phase, updating election laws, and issuing a contemporary law for political parties, based on clear democratic principles that ensure adherence to the political program of the Palestine Liberation Organization, international legitimacy, the two-state solution, one law, and one legitimate weapon.

In the social field, Law No. (4) of 2025 was issued, under this comprehensive reform vision, aimed at unifying and organizing the social protection and care system, ensuring justice, transparency, and sustainability in the provision of allocations, based on approved objective and professional criteria, while preserving the dignity of beneficiaries and safeguarding their rights.

In this context, I emphasize that the Palestinian National Institution for Economic Empowerment "Tamkeen" is an official national institution with an executive nature, working exclusively to implement policies and decisions issued according to the provisions of the law, and does not have any legislative or political powers, and holding them or those in charge of them accountable for responsibilities outside their legal role constitutes a mixing of roles and unjust harm to a national institution fulfilling its duty within the framework of the unified reform and social protection system.

The reform program also includes the development of the educational sector, including the review and updating of educational curricula according to international standards, in a manner that aligns with our Palestinian national identity, and promotes values of tolerance, respect for the law, and the rejection of violence and incitement, without undermining our fixed national rights or our historical narrative.

Preserving our national unity, safeguarding civil and societal peace, and protecting our legitimate institutions are fundamental pillars for confronting occupation and its aggressive plans, and no inciting or defamatory rhetoric should be allowed to distract our national compass or weaken our internal front.

Therefore, I call upon all members of our people to embody a spirit of national responsibility, and to adhere to a rational, inclusive discourse that respects the law and facts, and to abide by the legitimate and constitutional frameworks, prioritizing the supreme national interest above any other considerations.

Together, in our unity, with our institutions, and in our true commitment to the sacrifices of our people, we continue our legitimate struggle until we achieve freedom and independence, and establish our independent Palestinian state with its capital in East Jerusalem.
