The Hebrew report continues: "The plaintiffs argue that the Palestinian Authority bears legal and moral responsibility, given its entrenched policy of encouraging (terrorism) through direct payments and incitement. The lawsuit includes ample evidence of connections between the Palestinian Authority and the groups involved in the attack, including financial transfers, institutional incitement in education and media, and general and legal support for the families of the perpetrators."
