Al-Shara issues a decree appointing members of the "Supreme Constitutional Court" and defines its tasks
SadaNews - Syrian President Ahmed Al-Shara issued a decree appointing the head and members of the Supreme Constitutional Court.
The Syrian news agency (SANA) reported on Tuesday that Decree No. 149 of 2026 appointed Issam Khaled Al-Khalif as the head of the Supreme Constitutional Court.
The decree also included the appointment of six members to the court: Judge Counselor Khairallah Nadeem Ghnuom, Judge Counselor Mohammed Mustafa Sbeih, and Judge Counselor Iman Antoine Nouri.
The appointments also included Ismail Hamadi Al-Khalfan, Riyan Hassan Kahlian, and Aref Ahmad Al-Sha'al.
The decree stipulated that the Supreme Constitutional Court shall perform essential tasks until the law regulating its operations and competencies is issued. These tasks include oversight of the constitutionality of laws and regulations, and providing opinions on the constitutionality of draft laws at the request of the President of the Republic.
According to the decree, among the court's tasks is to give opinions on the constitutionality of proposed laws at the request of the President of the Republic or the Speaker of the People's Assembly, as well as interpreting the provisions of the constitutional declaration at the request of the President of the Republic or the Speaker of the People's Assembly.
On March 13, 2025, Al-Shara signed a constitutional declaration that set the transitional phase in the country for five years.
Article 47 of the declaration stipulated the establishment of a Supreme Constitutional Court composed of seven members appointed by the President of the Republic, who must be of integrity, competence, and experience, with its formation, operational mechanisms, and competencies to be organized by law.
On December 8, 2024, Syrian rebels entered the capital Damascus, declaring the overthrow of Bashar Al-Assad's regime, which ruled the country from 2000 to 2024, after he inherited power from his father Hafiz Al-Assad, who ruled from 1971 to 2000.
