Mladenov confirmed in a special interview with Al Jazeera that the proposed plan, which has strong support from Qatar, Turkey, Egypt, and the United States, consists of 20 key points aimed at breaking the cycle of violence that has persisted for years. Plan Pillars: Withdrawal, Disarmament, and Comprehensive Reconstruction Mladenov explained that the implementation of the second phase of the plan is the "only solution" to save the Palestinian people in Gaza, noting that the proposed practical framework on the table includes three intertwined elements: Gradual Israeli Withdrawal: Israeli forces will start withdrawing from the sector in conjunction with specific security measures. Disarmament: Initiating the withdrawal of heavy weapons from armed factions, leading to personal arms, to ensure that power is concentrated in the hands of the authority. Comprehensive Reconstruction: Launching a broad construction process that includes all vital sectors affected in exchange for a commitment to calm and disarmament. Transitional Authority and National Committee In his remarks to Al Jazeera, the Director of the Peace Council emphasized the necessity of having "one authority" to ensure Gaza's development, revealing a proposal to establish a "National Committee" that represents a transitional authority managing the sector’s affairs. He confirmed that the ultimate goal is to return Gaza under the Palestinian National Authority in Ramallah and to implement a unified legal system, warning that the continuation of the current division and the control of multiple parties over the land will lead to the "disappearance of Gaza" as a geographical and political entity and undermine the two-state solution. Concerns Over the Impact of the War with Iran Mladenov expressed his concern that the ongoing war with Iran could delay the implementation of this plan, considering that any delay would pose "severe risks" to civilians who have suffered from occupation and oppression for many years. He described the current situation in Gaza as dramatically divided, with Palestinian groups controlling parts while the other half is under the control of the Israeli army, making rapid action urgent. Mladenov concluded his statements by confirming that this framework has already been presented to the UN Security Council and the United Nations, expressing hope to see concrete steps towards implementation in the coming days to break the cycle of misery that the sector is experiencing.
