In Preparation for the General Elections: The President Issues a Decree to Form a Committee for Drafting the Interim Constitution

SadaNews - In preparation for the upcoming general elections after the cessation of aggression and the withdrawal of Israeli occupation forces, with the State of Palestine assuming its responsibilities in the Gaza Strip, and in the context of preparations for the international peace summit scheduled for September to implement the two-state solution, Palestinian President Mahmoud Abbas issued a presidential decree today, Monday, to form a committee for drafting the interim constitution to transition from authority to state.

According to the decree, the committee will serve as a legal reference for drafting the interim constitution, in line with the Declaration of Independence and principles of international law, international legitimacy, human rights international covenants, and relevant international agreements. This is in preparation for the establishment of the State of Palestine and its institutions by developing a draft constitution that solidifies the constitutional foundations for a democratic governance system based on the rule of law, separation of powers, respect for public rights and freedoms, their protection, and the peaceful transfer of authority.

Based on the presidential decree regarding the formation of the committee for drafting the interim constitution, the President appointed the chair and members of the committee, including several national, political, and community figures, as well as legal and constitutional competencies, taking into account the representation of civil society and gender considerations. The presidential decree stipulates the formation of specialized technical committees in their respective fields and regulates the mechanisms for their formation, work, and meetings according to the internal system.

To ensure broader engagement from all sectors and segments of Palestinian society, both inside and outside the country, an electronic platform will be established to receive suggestions and engage in discussions to reach the best interim constitution that represents the Palestinian people during this critical transitional phase.

The committee is chaired by Dr. Mohammed Al-Haj Qassem, with the membership of Dr. Ziyad Abu Amr, Dr. Ahmed Majdalani, Bassam Al-Salhi, Dr. Mohammed Shtayyeh, Dr. Mahmoud Al-Habbash, Mr. Wael Lafi, Mr. Farid Al-Jalad, Dr. Mohammed Al-Shalaldeh, Eng. Mousa Hadeed, Ms. Iman Nasser Al-Din, Mr. Fadi Abbas, Dr. Mitri Al-Rahib, Dr. Ammar Dweik, Dr. Assem Khalil, Dr. Sana'a Al-Sarghali, Ms. Lubna Katibah, and Mr. Munir Salama as the committee's secretary.
