A Critical Reading of the Book: "National Initiatives: The Past, Present, and Future"

In every Palestinian home, the story of struggle, endurance, and clinging to hope is renewed. In the context of an ongoing occupation and its severe repercussions, scenes of human suffering from killings, arrests, assaults, burning, destruction, and economic constriction recur, imposing increasing challenges on Palestinian society that touch on various aspects of life. Nonetheless, patience, steadfastness, and faith in the future remain key elements that enhance the ability to continue and endure.

Herein lies the urgent need for constructive national initiatives that evoke individual and collective energies and direct efforts toward productive and effective actions for the sake of the national interest. Facing challenges is not achieved through engaging in speculation and quarrels but through promoting a culture of initiative, responsibility, and joint work; because nations are built through action and achievement, not through argument and division.

In this context, the book "National Initiatives: The Past, Present, and Future" by writer and researcher Imad Shakur, published in 2026 by Dar Al-Ard for Publishing and Distribution in Ramallah, offers an intellectual and practical vision that aims to enhance the resilience of Palestinian society and develop its political and social tools in confronting current challenges.

Dr. Imad Shakur, born in 1942 and hailing from the city of Sakhnin, belongs to a leadership generation that played prominent roles in the course of Palestinian national work; he served as an advisor to the late leader Yasser Arafat and was a member of the Revolutionary Council of Fatah Movement. This extensive political experience is reflected in the realistic and profound discourse he presents in this book, where he blends practical experience with a future vision.

The author proposes eight national initiatives that collectively form a comprehensive framework for a national and community action plan, responding to the complexities of the current phase, which is among the most challenging stages of the Palestinian cause. The significance of these initiatives extends beyond their theoretical aspect, constituting practical tools that can be built upon to support the Palestinian political effort and strengthen the components of national steadfastness.

Among the most notable initiatives discussed in the book:

First: Restoring Rights in Palestinian Public Properties

The author calls for reactivating the file of Palestinian public properties mentioned in the partition resolution, focusing on the lands confiscated by Israel between 1948 and 1949, considering this file a crucial legal and political entry point for restoring Palestinian rights.

Second: Involving Palestinian Citizens in Issues of Compensation

The book emphasizes the importance of including Palestinians holding Israeli identity in the refugee compensation file, which enhances the unity of the Palestinian people and prevents the fragmentation of national rights or dealing with them selectively.

Third: Restoring Palestinian Funds Confiscated in 1948

The author addresses the issue of funds confiscated by Israel from Palestinian banks, presenting this file as a matter that is legally and politically actionable within the frameworks of relevant international bodies.

Fourth: Mandatory Civil Service

This initiative is one of the most controversial; the author proposes it not only as an organizational mechanism but as a tool to enhance national unity and develop a sense of collective responsibility in confronting the disintegration and weakening policies imposed by the occupation.

Fifth: Reforming the Palestinian Education System

The book pays special attention to education as a cornerstone for building national consciousness, calling for a comprehensive reconstruction of the education system that strengthens national identity and belonging, including the proposal to highlight the name of the original town of the citizen before the camp, as a symbolic step that emphasizes the connection to the land and national memory.

Sixth: Developmental and Community Initiatives

The book addresses a range of initiatives of a developmental and social nature, aiming to empower Palestinian society economically and socially, and enhance its ability to withstand increasing crises and challenges.

Seventh: Strengthening National Unity

Almost all proposed initiatives target a central goal, which is to strengthen Palestinian national unity, considering it a prerequisite for any political or community progress, and a necessary tool to confront division and restore national effectiveness.
Eighth: The Annual Jericho Conference

The author concludes his book with an initiative calling for the establishment of an annual conference in the city of Jericho, which would serve as a national platform for dialogue and evaluation, aiming to deeply analyze the Palestinian reality, review national performance, and come up with practical recommendations contributing to the development of national work and addressing shortcomings.

National Implications Beyond the Pages of the Book

The initiatives presented in the book gain additional significance in light of the long national journey of its author, Imad Shakur, who is considered one of the prominent Palestinian national figures and was the first member of the Palestinian National Council from Palestinian citizens in Israel (Arabs 48), reflecting the unifying dimension of the Palestinian cause and the unity of the Palestinian people despite attempts at fragmentation imposed by political and geographical transformations.
Moreover, the book’s launch coinciding with the sixty-second anniversary of the founding of the Palestine Liberation Organization lends it profound national implications, invoking the historical role of the PLO as the legitimate and sole representative of the Palestinian people and the national framework that has maintained Palestinian national identity and carried the aspirations of the Palestinian people for freedom, independence, and self-determination.

From this perspective, the national initiatives proposed in the book derive their importance from their alignment with Palestinian national constants and their emanation from the framework of the national project led by the Palestine Liberation Organization and its legitimate institutions, as the singular national reference capable of unifying Palestinian efforts and energies in various places where the Palestinian people exist. National initiatives, no matter how diverse their political, social, and developmental fields, become more effective and influential when they constitute a supporting tributary to institutional national work, and contribute to enhancing national unity and consolidating partnership and collective responsibility in facing current challenges.

In light of the delicate circumstances surrounding the Palestinian cause, there is an urgent need for constructive national initiatives grounded in universal national legitimacy, that strengthen the resilience of Palestinian society, activate its energies and capabilities, benefiting the supreme national objectives and maintaining the unity of political representation for the Palestinian people under the umbrella of the Palestine Liberation Organization.

Overall Evaluation of the Book

The book stands out for its strategic vision that combines political, legal, and social dimensions, presenting practical proposals subject to discussion and development within national and institutional frameworks. It also reflects a profound awareness of the importance of integration between grassroots action and institutional work to confront the challenges facing the Palestinian cause.
However, some initiatives may require further detailing regarding implementation mechanisms, especially given the existing political and legal complexities, which necessitates involving specialized institutions and experts in various fields to develop clear and applicable implementation plans.

Conclusion
The book "National Initiatives: The Past, Present, and Future" provides a qualitative addition to the Palestinian political library, not merely as a reading of the current reality but as an attempt to formulate visions and initiatives that look towards the future and search for new tools to enhance national resilience.

As the political, economic, and social challenges continue to increase, there is a pressing need for such initiatives that stimulate collective thinking and organized institutional work. Popular and mobilization support will remain a cornerstone in enhancing the resilience of Palestinian society, through establishing national awareness, strengthening community cohesion, and activating national energies in the face of challenges.

In essence, struggle is a human act before being a political affiliation, and a collective responsibility that requires initiative, action, and a continuous belief in the possibility of creating a more just and free future for the Palestinian people.
