Presidency: The National Economic Empowerment Institution is the sole authority responsible for implementing the Law Decree No. (4) of 2025

SadaNews - Confirming the statement of the presidency issued on 3/10/2025, and based on our firm commitment to implementing the roadmap for comprehensive reform and development, and building a unified national system for social protection and welfare according to the highest international standards, we have issued the Law Decree No. (4) of 2025 regarding the Palestinian National Economic Empowerment Institution and its amendments, aimed at unifying social protection and welfare programs under the management and responsibility of a single national institution.

Based on this, President Mahmoud Abbas reiterated the following:

1. The Palestinian National Economic Empowerment Institution is the only authority responsible for implementing the decree and is authorized to disburse financial allowances, apply the eligibility criteria with full fairness and transparency, and implement the provisions of the law in its entirety without any exceptions.

2. No financial allowances will be disbursed to any category included in the new system unless the unified form approved by the Palestinian National Economic Empowerment Institution is filled out and the eligibility conditions and criteria stipulated in the law are met.

3. The government, ministries, and other institutions are no longer related to the disbursement files or financial allowance programs after the enforcement of the Law Decree No. (4) of 2025. We emphasize that any procedures or instructions issued from entities other than the Palestinian National Economic Empowerment Institution are considered void and non-binding.

4. We reaffirm our strict commitment to implementing the provisions of the Law Decree No. (4) of 2025, and we warn against any violation or disruption of its requirements, as the full responsibility for applying the decree and monitoring eligibility lies exclusively within the jurisdiction of the Palestinian National Economic Empowerment Institution.

5. We call on all beneficiaries to fully cooperate with the Palestinian National Economic Empowerment Institution and fill out the unified form only through official channels, to ensure that allowances reach their rightful recipients fairly and transparently, within the framework of the unified social protection and welfare system.
