Washington Officially Distributes Draft Resolution on Gaza to the Security Council

SadaNews - The United States has officially distributed a draft resolution to the members of the United Nations Security Council concerning the situation in the Gaza Strip.

The draft calls for support of a comprehensive plan to end the conflict, including a range of political and procedural items to manage the coming phase.

The draft resolution states the establishment of a "Peace Council" as a transitional body responsible for reconstruction and organizing humanitarian aid in the region.

It also proposes the formation of a temporary international stabilization force that works in coordination with both Egypt and Israel to ensure the implementation of security arrangements.

The draft demands that the World Bank create a special funding pool for the reconstruction of Gaza that will remain operational until the end of 2027.

It is also stipulated that the assessment of reform efforts by the Palestinian Authority be based on the text contained in U.S. President Donald Trump's peace plan.

A text reviewed by Reuters shows that the United States has drafted a resolution for the UN Security Council granting a two-year mandate for the establishment of a transitional governance body in the Gaza Strip, along with a temporary international force tasked with stabilizing the region.

An American official mentioned that representatives from Egypt, Qatar, Saudi Arabia, Turkey, and the UAE will join the United States in implementing the plan, indicating that this reflects a broad level of regional support for the U.S. initiative regarding Gaza.

The two-page draft allows the governing body to form an international force capable of "using all necessary measures" to carry out its tasks and ensure security in Gaza.

It remains unclear whether amendments have been made to the text before its distribution to the ten elected members of the Security Council.

The resolution requires at least nine supportive votes, with the five permanent member states— the United States, Russia, China, Britain, and France— refraining from using their veto power to adopt it.

It is also not clear whether Washington has briefed Moscow and Beijing on a copy of the draft resolution before its official release.

About a month ago, Hamas and Israel reached an agreement regarding the first phase of Trump's twenty-point plan related to Gaza, which aims to end the war on the region and secure the release of Israeli prisoners as part of a broader settlement of the crisis.
