
Prime Minister: We Are Ready to Implement the Recovery and Reconstruction Plan in the Gaza Strip
SadaNews: Prime Minister Dr. Mohamed Mustafa emphasized at the beginning of today's weekly Cabinet session on Tuesday that halting the war represents a fundamental step toward restoring normal life for our people in Gaza after two years of suffering, confirming that this step is not the end of the road, but rather the beginning of a new phase that should lead to restoring security, unifying national institutions in the West Bank and Gaza, and instilling hope for stability.
Mustafa stated: "Ending the war alone is not enough to conclude the tragedy, and the real guarantee of security and peace, and to prevent the recurrence of what happened, is to empower the Palestinian government to fulfill its full role in the Gaza Strip, within its national responsibility towards our people everywhere they are present."
The Prime Minister pointed out that relieving Gaza and reviving and managing it is not a political gain, but rather a significant national and humanitarian responsibility, which the government bears with full commitment.
Mustafa indicated that reversing the forced displacement project requires all of us to work with various brothers and friends to enhance the steadfastness of our people, and to ensure their remaining on their land through supporting the Palestinian government's recovery and reconstruction plan, which has garnered Arab, Islamic, and international consensus, as affirmed by the recent New York Declaration.
The Prime Minister added: "We know that the challenges are great and the responsibility is immense, but the President affirmed from the first day of the aggression that the end of this war, along with the suffering, sacrifices, and pains it brought, must lead to a political solution that embodies the Palestinian state on the ground."
Mustafa stressed that implementing the recovery and reconstruction program under these complex circumstances requires significant Arab and international support, with the emphasis that any international role should be supportive and complementary, not a substitute for the Palestinian role.
The Prime Minister clarified that the Palestinian government has never stopped performing its duty towards our people in the Gaza Strip since the establishment of the National Authority until today, especially in the sectors of health, education, water, energy, municipalities, and others, and it is the legitimate and responsible authority for governance and administration across all Palestinian territories.
He pointed out that the Ministry of Education and Higher Education will today publish the results of the Tawjihi exam for more than 26,000 students from our children in the Gaza Strip born in 2006, noting that the success of holding it is a national achievement under extremely complicated conditions.
Additionally, the Cabinet approved the system for connecting renewable energy projects to electricity grids/net metering system, which regulates the connection of solar energy systems to electricity grids, allowing citizens and commercial, industrial, and agricultural sectors to cover their self-consumption of electricity and sell the surplus to the public grid.
The new system provides flexible models for consumers, the first is purchasing all at the advertised price in the electricity tariff and selling all at the medium voltage price, while the second system allows the option of self-consumption (with or without storage) and exporting the surplus to the grid.
Adopting the new system constitutes a strategic step to enhance investment in clean energy, and enhances transparency and sustainability in the electricity sector, in line with the national renewable energy strategy. A guiding manual will be issued within 30 days to clarify the technical procedures and financial settlement mechanisms between distributors and consumers.
Moreover, the Cabinet approved upgrading the MRI machine at Jenin Hospital. It also approved transferring the management and operation of the Al-Aroub wastewater treatment plant in Sa'ir to the Joint Services Council for Water and Sanitation in Northern Hebron.
The Council also approved extending the working hours arrangements for public employees for an additional month, and adopted the recommendations of the technical committee to set a mechanism for importing agricultural food products, especially olive oil, in its meeting No. (01) dated 30/09/2025, which aimed to support farmers, maintain their profitability, and empower their steadfastness and stability in their farms, particularly those close to settlements, while ensuring the availability of essential products in the Palestinian market.
