Moussa Bolus Reveals American Approach in Africa and Peace Efforts in Congo

SadaNews - Moussa Bolus, Senior Advisor to U.S. President Donald Trump for Africa, confirmed that the United States is witnessing a radical shift in its policy towards the African continent, focusing on building long-term strategic partnerships instead of relying solely on traditional aid.

In statements to Al Jazeera, Bolus clarified that the Trump administration has adopted a new approach centered on real investment and economic openness, serving the interests of African peoples and enhancing regional stability.

Bolus pointed out that this new direction has manifested in a series of agreements and partnerships established over the past six months with countries such as Angola, Congo, Sierra Leone, Gabon, and Egypt, in vital fields including oil and gas, agriculture, health, and technology.

Regarding international competition in Africa, Bolus explained that China's presence on the continent has been established for decades and is economically based, but it has left negative impacts on several countries due to the nature of loans and investments.

As for the Russian presence, from Bolus’s perspective, it is more complex, combining economic influence and military interventions, which raises growing concerns in several regions.

Congo Conflict

On the conflict between Congo and Rwanda, Bolus revealed a significant diplomatic success achieved by the Trump administration, where a final peace agreement was reached between the two countries after five months of intensive negotiations, with the participation of U.S. Secretary of State Marco Rubio.

Bolus states that the agreement, which was signed in Washington and officially announced at the White House on June 27, represents an unprecedented step, as it includes clear mechanisms for implementation and follow-up, something previous agreements have failed to achieve.

He described this conflict as one of the bloodiest and most complex in Africa, having caused the deaths of about 6 to 7 million people, the displacement of 8 million, along with hundreds of thousands of injured.

He affirmed that the solution will not be immediate but requires time and effort, emphasizing the importance of supporting the African Union in implementing the agreement, despite its limited capabilities.

Qatari Role

Bolus also praised the vital role played by Qatar in supporting mediation efforts, noting the close cooperation between Washington and Doha in this and other conflicts in the Middle East and Africa.

He specifically mentioned the U.S. envoy for Africa the Qatari initiative for internal resolution in the Democratic Republic of Congo, which includes dialogue between the Congolese government and the M23 movement, considering that this path is essential to complete the implementation of the peace agreement with Rwanda.

Bolus concluded his statements by emphasizing that the Trump administration categorically rejects military solutions, believing only in peaceful and lasting solutions built on strong foundations and widely accepted by all parties, ensuring long-term stability on the African continent.
