SadaNews - The Government Call Center issued its weekly report, showcasing the main developmental and reform interventions executed by the Palestinian government during the past week (13/07/2025 - 19/07/2025), as follows:

Prime Minister Mohammed Mustafa discussed urgent relief efforts in the Gaza Strip with a representative from the United Nations Development Program, emphasizing the necessity of intensifying international pressure to open crossings and facilitate humanitarian aid to halt the famine. He stressed the importance of enhancing cooperation with international relief organizations and coordinating efforts through the government operations room.

He also referred to the ongoing coordination with Egypt and concerned parties to prepare for a reconstruction conference.

The Ministry of Social Development, along with partners through 12 directorates, implemented comprehensive interventions targeting various areas including health insurance, support for women, the elderly, persons with disabilities, economic empowerment, as well as humanitarian and cash interventions, within its efforts to enhance social protection. The total amount of cash and humanitarian assistance provided amounted to 103,000 shekels.

The Ministry of Local Government completed a public services center project in Muthalon with a value of $440,000, and projects for rehabilitating and paving internal roads in Amatin, Qalqilya, costing 447,500 shekels, and in Al-Zubaida Al-Jadida costing $405,000. The road to the district in the eastern neighborhood of Tulkarem, as well as Abu Mousa Street and Nuzul al-Bayader in Jenin, were paved funded by the governmental emergency grant. The ministry signed a memorandum of understanding with UNICEF to support various water infrastructure projects.

The Ministry of Foreign Affairs and Expatriates held a series of diplomatic meetings in Brussels that included the Council of Arab Ambassadors, the European envoy, the European Commission, the Chair of the Foreign Affairs Committee in the European Parliament, the Deputy Head of the Commission, and the Foreign Ministers of Croatia, Slovenia, Spain, Ireland, Lithuania, and the European Commissioner for Mediterranean Affairs, in addition to the Head of the Canadian Representation Office. The minister during the meetings called for an immediate end to the war, the introduction of aid to Gaza, the release of clearance funds, and the imposition of sanctions on settlers, warning against impunity and politicization of aid, as well as requesting European recognition of the State of Palestine.

The minister also participated in regional meetings in Brussels and met with the Arab ambassadors to Palestine to coordinate relief efforts for the Gaza Strip, emphasizing that what is happening is a genocide that necessitates urgent international action. Additionally, Palestinian missions around the world continue to rally support for relief efforts in the sector, shedding light on the crimes of the occupation and conveying the suffering of Gaza to the international community, organizations, and governments.

The Ministry of Labor provided financial grants to 67 promising entrepreneurial projects under the "Aydy" program to support and empower job-seeking youth. It also encouraged workers within the Green Line to benefit from the "Bader 1" funding program, which provides interest-free loans to establish or develop their businesses through the “Munshati” platform. The Minister of Labor confirmed during her meetings with representatives from UNESCO, FAO, and the ambassadors of India and Brazil the importance of supporting labor, vocational training, and cooperatives.

The Ministry of Agriculture, together with the Agricultural Work Committees Union, commenced support for 40 farmers in northern Gaza, granting $5,000 for the rehabilitation and cultivation of two dunums. It also opened an agricultural road in Attara, Ramallah, serving approximately 50 families in collaboration with the municipality. The minister discussed ways to support farmers' steadfastness with the Al-Khalil University Alumni Club and reinforced collaboration with local community institutions. The ministry held a coordination meeting with FAO to prepare a study on the reality of food security in Palestine and organized an introductory workshop in Jericho on pesticide residues in dates to improve product quality, distributing summer seeds to 12 farmers in Bethlehem as part of the olive tree campaign, implemented by the YMCA, and concluded a training course in beekeeping with the participation of 22 farmers in Bani Zeid Al-Gharbiya, Ramallah.

The Water Authority seized more than 11 illegal water connections on the Deir Sha'ar water line in Hebron, which reduced the quantities of drinking water supplied to citizens in various areas of the governorate. The Water Authority is also monitoring efforts to regulate the supply of water to farmers for agricultural purposes, following the formation of the North Valleys Association for Irrigation Water Users in the region, ensuring fair and organized distribution of water to achieve service sustainability and enhance agricultural usage efficiency.

The Ministry of Justice launched an electronic database to document missing persons in Gaza, as a step towards digitizing judicial services and supporting international prosecutions. The ministry also initiated the service to issue non-conviction certificates electronically through the "Hukomati" platform. In the context of protecting institutional memory, the ministry organized a workshop discussing the situation of public institutions in Gaza after October 2023 and methods to protect records and ensure continuity of work amidst aggression.

The Energy Authority signed an agreement to supply 500 mobile energy systems to Gaza and 20 stationary systems, to support vital facilities post-aggression. It also signed agreements with the South Electricity Company and the municipalities of Yatta, Al-Dhahiriya, and Dura for restructuring and improving financial efficiency. The Energy Authority participated in the "LCOY 2025" climate conference, confirming its commitment to smart solutions and renewable energy and exploring enhanced cooperation with the Higher Council for Creativity to support innovation in the energy sector.

The Ministry of Transport executed a series of measures to develop the transport sector, including submitting the document of Palestine's ratification of the Arab Goods Transport Agreement, and signing an agreement to organize public transport at crossings in cooperation with the competent authorities. It also strengthened cooperation with Jordan to facilitate the movement of passengers and goods. The ministry licensed 60 agricultural tractors in Nablus villages, studied 8 new road plans, 20 for modification, and 87 engineering files within governorate committees, in addition to studying the road network in the towns of Beit Ijza, Beit Duqu, and Beit Iksa, and objections to the New Town plan in Jenin, and modified the designation of 30 roads in Tulkarem. It approved an engineering plan for transportation professions, participated in damage assessment committees and central tenders, and conducted field visits to transportation centers.

The Deputy Minister of Jerusalem Affairs participated in an inspection tour for local authorities in the Jerusalem Governorate, and held a meeting to enhance cooperation with the governorate and coordinate efforts to support education, health, and infrastructure.

The Minister of Economy discussed the implications of the Israeli aggression with the British Consul General, the surplus shekel crisis, the seizure of clearance funds, and ways to enhance joint cooperation. The ministry reduced registration fees for some new companies by up to 47%, aiming to encourage investment. It registered 67 companies, provided 835 services in the corporate sector, issued 153 import licenses, and 50 certificates of origin, in addition to 110 commercial certificates with Turkey. Moreover, the ministry conducted 85 inspection rounds, referred an offender to the prosecution, issued 17 notifications, and destroyed about 18 tons of non-compliant goods, and handled 20 complaints. It also registered 15 new traders, provided 83 services in the commercial register, registered 26 trademarks, and provided 72 services in the field of intellectual property.

The Minister of Interior visited the Karama crossing to assess workflow and challenges, commending the efforts of the teams and confirming the government's commitment to developing infrastructure and improving travel experiences. He also inspected the Hebron Governorate and met with the governor and security agency directors, confirming compliance with leadership directives to ensure security, provide essential services, and respond firmly to any exploitation of circumstances, calling for cooperation from all parties to serve citizens. The ministry also participated in a workshop to launch a report assessing institutional memory.

The General Authority for Civil Affairs executed several interventions, including reopening the Ibrahimi Mosque in Hebron, releasing two girls arrested by the occupation in Nablus, transferring patients from Bartaa to Jenin hospitals, and facilitating a family to enter their home in Al-Sifeer. It also eased the entry of ambulances and the transfer of wounded in Ramallah, allowed the entry of seedlings, livestock, and agricultural equipment in Qalqilya, and secured maintenance work for infrastructure, electricity, and water in Jenin, Tulkarem, and Bethlehem, in addition to recovering livestock stolen by settlers in Ramallah.

The Minister of Tourism and Antiquities held a joint meeting with the Ministers of Awqaf and Culture and the Governor of Hebron, during which they condemned what was published in the Israeli media regarding transferring the management of the Ibrahimi Mosque to a settlement council. The Minister of Tourism and Antiquities also inspected archaeological sites in the village of Yasuf in Salfit Governorate, observed occupation and settler violations, and inaugurated the "Ain Bir Al-Tutah" archaeological site development project. He visited the old town of Salfit and Burqin, and inaugurated the "Yagour Tower" (guesthouse) in Qarawet Bani Hassan after its renovation. The Ministers of Tourism and Culture also met with heritage institutions in the presence of UNESCO, confirming the importance of coordinating efforts to protect Palestinian cultural heritage.

The Land Authority, accompanied by the executive police and the judicial authority, implemented an urgent decision to halt construction on a piece of state-owned land in Bethlehem.

The Minister of Education and Higher Education discussed support for medical education in Gaza with a delegation from the Palestinian American Medical Association. The ministry announced scholarships in Tunisia for Master's and Doctorate degrees and higher specialization in medicine, and issued a statement regarding studying medicine abroad. The ministry also achieved an advanced position in the "Technovation" competition, appointed 125 new directors, announced the winners of the "What do you Know about Smoking" competition, and completed preparations for holding the general secondary examination in Gaza. The "Children's Justice Clubs" and the "Student Company" activities concluded in cooperation with local partners.

The Ministry of Awqaf organized several events, including: an awareness workshop in Dura on the safe use of mobile phones in collaboration with the police, honoring 120 Quran memorizers in Al-Jalzun, organizing the "Beginner Cycle" Tajweed exam with the participation of more than 4,000 candidates from various governorates, in addition to the "Women in the Hospitality of Ibrahim" event at the Ibrahimi Mosque with the participation of women from Nablus and Hebron.

The Ministry of Industry, in collaboration with security agencies, executed several inspections in Nablus, which included an unlicensed cosmetics factory and a roaster containing 600 kg of non-compliant mixed nuts. The Board of Directors of the General Authority for Industrial Cities approved new investments in the Jericho industrial city, as part of efforts to enhance the investment environment. The ministry issued 5 new licenses and 22 renewed licenses, conducted 26 inspection tours, approved 7 technical committees, and responded to 4 complaints, with the capital of new factories reaching $15,000. The Minister of Industry participated in showcasing the national employment initiative to provide 30,000 job opportunities in collaboration with the Ministry of Labor.

The Official Gazette office worked on drafting and providing legal opinions on 8 legislative projects in collaboration with the relevant authorities and conducting specialized legal training for government institution employees titled "Principles of Providing Legal Opinions and Working on the Electronic Reference of the Official Gazette." It also prepared the first draft of its visual identity, the executive summary of the 2025–2029 plan, and updated the risk register for 2025. It issued 5 legal publications in cooperation with the Palestinian Judicial Institute and produced a video documenting its achievements. The electronic reference of the Official Gazette recorded 3,800 visits, 14,000 search operations, and 666 new visitors.
