Harvest of 2025: The Most Notable Achievements of the Government in the Economic Sector

SadaNews - The Government Communication Center published a report showcasing the most notable achievements of the government in the economic sector during 2025, despite the significant challenges it faces and the various economic and field conditions, as well as the escalating obstacles of the occupation.

⭕️ The report focuses on the government efforts to protect the national economy, enhance the resilience of productive sectors, support the business environment, and create job opportunities, prioritizing financial reform and stimulating growth to enhance economic stability and support the path of gradual recovery.

⭕️ The Government Communication Center clarified that this report will be followed by specialized reports that address what the government has accomplished over the past year in the service and legislative sectors.

⭕️ Legislation and Incentives to Support the Business Environment

In terms of economic stimulation, the year 2025 witnessed the approval of the President on the Competition Law and the E-commerce Law, while the Investment Law was passed in its final reading, which enhances investor confidence in the Palestinian market.

The government adopted the national strategy for small and medium enterprises and raised the exemption quota for Palestinian dates exported to Turkey to 7,000 tons annually. The Ministry of National Economy also supplied 30,000 tons from the Russian wheat grant.

In direct support for Jerusalem, the ministry funded 8 projects worth 1.6 million dollars and launched the 'Prosper' plan to support 450 small and medium enterprises.

In terms of market protection, the Ministry of National Economy referred 145 violators to the Public Prosecution, confiscated over 1,000 tons of expired products, dealt with about 1,000 complaints, and issued 1,174 legal notices and affidavits against violators.

⭕️ Empowering National Industry and Digital Transformation

The Ministry of Industry approved the requirement for national products in government tenders and began its application to support local industries, and joined the E-SADAD platform to enhance digital security.

It also launched strategic projects, most notably the shoes and leather village in Hebron, the Green Forward project for green transformation, and signed industrial projects worth over 3.5 million euros.

The sector witnessed progress in activating the anti-dumping team and enhancing policies to replace imports with national products, alongside tangible steps in the digital transformation of industrial licensing services, and preparing mechanisms to assess the damages to the industrial sector in Gaza.

⭕️ Supporting Agriculture and Enhancing Farmers' Resilience

The Ministry of Agriculture continued its support for the agricultural sector, working with its partners to rehabilitate 923 dunams, dig and rehabilitate 130 kilometers of agricultural roads, and provide 2.5 million cubic meters of irrigation water.

It also supported over 6,600 affected farmers, documented damages exceeding 103 million dollars, and issued more than 2,000 phytosanitary certificates to enhance agricultural exports.

⭕️ Employment and Empowerment for Workers

In the labor sector, about 6,000 trainees graduated from the vocational training programs implemented by the Ministry of Labor, while the ministry disbursed 19 cash payments to workers in Gaza trapped in the West Bank since 2023, amounting to 42.7 million shekels.

The ministry also implemented temporary employment programs and provided 7,000 unemployed workers with free health insurance, and funded 631 projects with interest-free loans totaling 33.7 million shekels under the Bader program, including 24 projects for women.

⭕️ Financial Reforms to Enhance Stability

The Ministry of Finance and Planning commenced implementing reform steps, embodied in the introduction of the Commitment Registration System (CCS) after training 41 centers of responsibility and disseminating it to ministries and government departments, in addition to developing workflow and linking it to monthly compliance indicators.

The utilization of the Net Lending Gateway expanded, and debts of 112 local authorities were settled, while the ministry completed financial settlements with the five electricity distribution companies, a step that enhanced financial stability and protected public money.

In terms of digital transformation, the ministry launched 55 tax services through the "Hakomaty" platform, issued the first version of the mobile appraisal application, and completed the development of the Oracle system at the Petroleum Authority, which included linking warehouses and sales, in addition to creating dashboards to process data on public debt, revenues, and preparing requirements for connecting government financial systems.

⭕️ Gradual Recovery in Tourism

Palestinian tourism began to gradually regain its vitality during 2025, as the Ministry of Tourism and Antiquities recorded an improvement in tourism activity by nearly 20% compared to 2023.

Bethlehem city witnessed the establishment of 15 new hotels with an investment of 78 million dollars, while the hotel occupancy rate reached 80% during Christmas festivities.

The ministry also launched a global tourism promotion platform, listed 14 Palestinian sites on the preliminary list for World Heritage, and carried out urgent restoration works after assessing damage to 226 archaeological sites, especially in the Gaza Strip.
