Harvest of 2025: Key Achievements of the Palestinian Government in the Infrastructure Sector
SadaNews - Today, Thursday, the Government Communication Center presented a report highlighting the key achievements of the government in infrastructure projects during 2025. These efforts focused on maintaining the continuity of essential services and enhancing their reliability, despite challenging economic and financial conditions, notably the continued withholding of clearance funds by the occupation along with daily aggressions.
The Government Communication Center indicated that this report would be followed by a series of specialized reports addressing the accomplishments made over the past year in service, legislative, and economic sectors, supported by figures and data.
Ministry of Local Government
Last year, the Ministry of Local Government worked on enhancing financial sustainability and improving the quality of services provided to citizens. It reduced the debts of local authorities by 21.8% through settlement mechanisms and financial reconciliations and raised the electricity bill payment rate to 69%, in addition to establishing independent accounts for electricity and water services in around 70% of local authorities.
The ministry also approved and implemented 146 development projects and opened 7 public service centers. It contributed to supporting employment by launching a community recovery program worth $40 million, which created approximately 6,700 job opportunities through municipalities. In the infrastructure sector, the ministry approved projects worth over 68 million shekels from government allocations (transport grants), in addition to $25 million financed by Arab funds managed by the Islamic Development Bank. It began implementing a solid waste integrated management project worth $25 million and connected 11 of its services to the E-SADAD electronic payment platform, enhancing service efficiency and digital transformation.
Ministry of Public Works and Housing
The ministry implemented 29 projects to reconstruct and rehabilitate main roads and repair winter damage, covering a length of approximately 22 km at a cost of 45.5 million shekels, in addition to opening 10.5 km of agricultural roads and rehabilitating them. The ministry produced 163 tons of cold asphalt for emergency pothole repairs and executed 6 government buildings and facilities projects worth 25.2 million shekels, in addition to rehabilitating damaged roads in the northern West Bank governorates at a cost of 14.2 million shekels.
During 2025, the ministry issued 43 tenders and awarded 27 tenders worth approximately $65 million. In Gaza, it conducted extensive interventions that included sheltering 1,000 families, distributing 11,000 tents and 10,000 tarps, setting up 26 shelter sites, and removing about 650,000 tons of rubble.
Energy and Natural Resources Authority
The Energy and Natural Resources Authority launched the energy security initiative and adopted the strategic plan for the energy sector (2025–2027), along with national plans for renewable energy and energy efficiency (2025–2030). It completed financial settlements with the five electricity distribution companies in the West Bank and purchased and installed over 87,000 smart meters, which contributed to reducing losses and increasing collection rates.
The authority granted 46 licenses for generating electricity from solar energy with a total capacity of 91 megawatts and implemented hybrid solar energy systems in several government hospitals, alongside executing the first phase of the liquidity support and payment system (LSAPS) with a capacity of 20 megawatts. The works also included expanding substations in Hebron and Nablus, constructing medium-pressure lines in several governorates, and providing electrical materials and equipment worth approximately $20 million to support the energy sector in Gaza.
Water Authority
The Water Authority completed preparations to implement bulk water supply projects and connection points serving around 65,000 citizens in northwest Ramallah and about 120,000 citizens in Jenin governorate. It also operated strategic wells in Jenin, Hebron, and Tulkarm, and rehabilitated existing wells in several governorates.
Last year saw the resumption of construction on the Hebron wastewater treatment plant, signing a project for treating rubble from stone mills, and completing approximately 80% of the technical and environmental studies for the treated water reuse component. A regional water facility was established east of Jenin, and progress was made in the procedures for establishing the Yatta facility.
The West Bank Water Department achieved financial collections totaling about 468 million shekels by the end of November 2025, in addition to identifying and closing over 300 illegal connections to water lines.
Ministry of Communications and Digital Economy
Last year witnessed the issuance of the Electronic Transactions and Trust Services Law, the preparation of a draft Personal Data Protection Law, and the activation of the Telecommunications Regulatory Authority. Digital government services were developed through the "My Government" platform, which provided 123 electronic services, with 33,464 citizens registering and 1,984 users activated during the year.
In terms of digital infrastructure, the national data center was developed, cloud computing was expanded, four major health systems were hosted, and 288 government servers and 283 virtual servers for backup were managed, in addition to overseeing 1,505 government domains.
Intergovernmental digital interconnection was expanded by linking 53 governmental institutions via the national data carrier (UXP) and exchanging 41 electronic services, and the government internet network was expanded to include 2,320 lines. In the field of cybersecurity, 25 governmental institutions were connected to the (SIEM) system, and 200 servers were secured via (XDR).
The postal bank provided financial services to over 17,000 beneficiaries monthly, with several post offices transformed into unified government windows. The ministry also supported Gaza during crises by securing communication and internet networks and preparing a comprehensive digital reconstruction plan that includes 25 projects.
