What are the items in Trump's plan to end the war in Gaza?

SadaNews - The White House has announced what it calls "President Donald Trump's comprehensive plan to end the conflict in Gaza," consisting of 20 points, along with a detailed map outlining the plan's phases and the lines of Israeli withdrawal from the sector.

The plan calls for the initiation of dialogue between Israel and the Palestinians to reach a political horizon that ensures peaceful and prosperous coexistence, confirming that Israel will not occupy or annex Gaza, and no party will be forced to leave.

The complete items of Trump's plan:

1- Gaza will be a territory free of extremism and terrorism, posing no threat to its neighbors.

2- Gaza will be redeveloped for the benefit of its residents who have suffered enough.

3- If both parties agree to this proposal, the war will end immediately, and Israeli forces will withdraw to the agreed line in preparation for the release of hostages. During this period, all military operations, including air and artillery bombardment, will be suspended, and the lines of combat will remain frozen until the conditions for complete phased withdrawal are met.

4- Within 72 hours of Israel's public acceptance of this agreement, all hostages will be returned, both alive and deceased.

5- Once all hostages are released, Israel will free 250 individuals serving life sentences, in addition to 1700 Gazans arrested after October 7, 2023, including all women and children detained in that context. For each Israeli hostage released, Israel will return the remains of 15 deceased Gazans.

6- Once all hostages are returned, Hamas members committing to peaceful coexistence and disarmament will receive amnesty. A safe corridor will be provided for Hamas elements wishing to leave Gaza to receiving countries.

7- Once this agreement is accepted, full aid will be sent immediately to the Gaza Strip, with aid quantities consistent at a minimum with what was contained in the January 19, 2025 agreement on humanitarian assistance, including rehabilitation of infrastructure (water, electricity, sanitation), rehabilitation of hospitals and bakeries, and essential equipment for debris removal and road opening.

8- The entry of distribution and aid into the Gaza Strip will continue without intervention from either party through the United Nations and its agencies, the Red Crescent, in addition to other international institutions not linked in any way to either party. The opening of the Rafah crossing in both directions will be subject to the same mechanism applied under the January 19, 2025 agreement.

9- Gaza will be governed by a temporary transitional rule of a non-political Palestinian technocratic committee responsible for providing public services and daily municipalities for Gaza's residents. This committee will consist of qualified Palestinians and international experts, under the supervision and oversight of a new international transitional authority, the "Peace Council," which will be chaired by President Donald Trump, along with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will set the framework and finance the redevelopment of Gaza until the Palestinian Authority completes its reform program, as outlined in various proposals, including President Trump's peace plan from 2020 and the Saudi-French proposal, and can restore control of Gaza safely and effectively. This authority will call for the best international standards to establish modern and effective governance that serves the residents of Gaza and is conducive to attracting investment.

10- Trump's economic development plan for rebuilding and revitalizing Gaza will be launched through a meeting of a committee of experts who helped give birth to some of the thriving modern miracle cities in the Middle East. Goodwill international groups have formulated many well-studied investment proposals and exciting development ideas, which will be considered to form frameworks for security and effective governance to attract and facilitate these investments that will create new job opportunities and new hope for Gaza's future.

11- A special economic zone will be created with tariff duties and preferential entry prices negotiated with participating countries.

12- No one will be forced to leave Gaza, and those who wish to leave will be free to do so with the right to return. We will encourage people to stay and give them the opportunity to build a better Gaza.

13- Hamas and other factions agree to not take any role in governing Gaza, whether directly or indirectly or in any form, and all military, terrorist, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and will not be rebuilt. There will be a disarmament process in Gaza under the supervision of independent monitors, which will include permanently removing weapons from use through an agreed-upon dismantling process, supported by a buyback and reintegration program funded internationally, all verified by independent monitors. The new Gaza will fully commit to building a prosperous economy and peacefully coexisting with its neighbors.

14- Regional partners will provide guarantees to ensure Hamas and other factions comply with their obligations and that the new Gaza poses no threat to its neighbors or its own people.

15- The United States will work with Arab and international partners to establish a temporary International Stabilization Force (ISF) for immediate deployment in Gaza. This force will train and support the Palestinian police forces in Gaza, and will consult with Jordan and Egypt, which have extensive experience in this area. This international stabilization force will be the long-term internal security solution, working with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces, to prevent the entry of munitions into Gaza and facilitate the fast and safe flow of goods to rebuild and revitalize Gaza. A mechanism for dispute resolution between the two parties will be agreed upon.

16- Israel will not occupy or annex Gaza while maintaining Israeli security forces' control and stability. Israeli forces will withdraw according to standards, milestones, and timelines linked to disarmament, as agreed upon between the Israeli army, guarantors, and the United States, aiming to ensure Gaza's security without endangering Israel or Egypt or their citizens. Practically, the Israeli army will gradually hand over the occupied Gaza territories to the Israeli security forces according to an agreement made with the transitional authority until its complete withdrawal from Gaza, except for a security perimeter that will remain until Gaza is fully secured against any renewed terrorist threat.

17- In the event that Hamas delays or rejects this proposal, what was previously stated, including the expansion of the aid process, will be implemented in areas free of terrorism that have been handed over from the Israeli army to international security forces.

18- An interfaith dialogue process will be launched, based on values of tolerance and peaceful coexistence, seeking to change the mindsets and perceptions of Palestinians and Israelis by emphasizing the benefits of peace.

19- As the reconstruction of Gaza progresses and as the Palestinian Authority's reform program is faithfully implemented, conditions may finally be created for a reliable path toward Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.

20- The United States will convene a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
