The Public Prosecution Issues Its 16th Annual Report for 2025: Justice Continues Despite Challenges and Significant Achievements in Law and Public Money Protection

SadaNews - The Public Prosecution has issued its 16th annual report for 2025, which documents the state of criminal justice in Palestine through numbers and indicators, showcasing the most prominent institutional achievements, performance indicators, and challenges faced by the justice system in light of the exceptional circumstances imposed by Israeli occupation violations.

The report reflects the continued functioning of the Public Prosecution in fulfilling its constitutional role in upholding the rule of law and safeguarding rights and freedoms, ensuring the continuity of justice, despite the movement restrictions, repeated closures, and disruptions faced by public prosecution members and litigants in accessing courts and prosecution offices.

The report reveals advanced institutional performance for the year 2025, as the Public Prosecution initiated investigations into 61,931 cases and managed to resolve 52,419 cases, achieving a completion rate of 85%. Among these, 50,177 cases were received during the year, marking a 26% increase compared to 2024, an indicator that reflects the continued trust of citizens in the Public Prosecution system and its ability to maintain operational continuity and achieve justice despite challenges.

The execution of penal judgments also saw significant development, with an increase of 50.8% in the number of executed cases and an improvement in the execution rate from 22% to 29%. Additionally, qualitative results were achieved in protecting public funds and recovering treasury rights, with the value of amounts collected, recovered, and ordered for return to the public treasury, in various currencies, exceeding approximately 8.7 million shekels, as part of the Public Prosecution's efforts to enhance the recovery of public funds and crime proceeds.
In terms of preserving crime proceeds and ensuring the integrity of judicial procedures, various financial amounts equivalent to approximately one million shekels were deposited into the confiscated funds account at the Public Prosecution in 2025, pending the completion of judicial procedures in accordance with the law.

The report also monitors the most prominent crime indicators in Palestine, where check-related crimes increased by 85%. The number of homicides rose by more than one-third compared to 2024, with 49 victims recorded in 2025, alongside an increase in severe assault crimes despite a decrease in overall assault crimes, reflecting a change in the nature of some crimes and underscoring the importance of continuing to strengthen preventive policies and enhance criminal response efficiency.

The report documents, with figures, the direct impact of Israeli occupation measures on the progress of justice, as the number of postponed or stalled cases due to occupation procedures rose to 3,531 cases compared to 915 cases in 2024. Additionally, 5,253 instances were recorded in which members of the Public Prosecution and litigants were unable to access courts and prosecution offices due to military barriers and closures, which directly reflected on the regularity of judicial procedures.
In light of strengthening the principles of integrity and transparency, the General Administration of Judicial Inspection examined almost all complaints received by the Public Prosecution and took necessary actions, reflecting the Public Prosecution's commitment to an effective monitoring and accountability system.

The report does not only present statistical indicators but also offers a comprehensive analytical reading of the state of criminal justice, showcasing the achievements of specialized prosecutions, efforts to protect families and juveniles, combating economic and electronic crimes, international judicial cooperation, enforcing judgments, and the institutional developments witnessed by the Public Prosecution throughout 2025.
