SadaNews Publishes Miladinov's Latest Proposal to Hamas
SadaNews - The agency "SadaNews" obtained a copy of the latest proposal presented by intermediaries and the UN Special Coordinator Nikolai Miladinov to Hamas, which will undergo new negotiations today and tomorrow.
The new proposal, termed "roadmap", clarifies that what remains of the first phase of the ceasefire agreement will be implemented before moving to the second phase.
The proposal essentially guarantees the conditions to reach a credible path for achieving self-determination and the establishment of a Palestinian state.
The proposal indicates that Israel is obligated to complete what remains of the first phase, and both Israel and the Palestinian side must implement the second phase, with each clause of the latter being fully executed before proceeding to the next clause.
The Peace Council will assume full responsibility for governing the Gaza Strip, reconstruction, and its development until a reformed Palestinian Authority is enabled to resume its responsibilities, while the international stability force will undertake the necessary arrangements to activate the plan's objectives.
Among the plan's provisions is that Hamas or any Palestinian faction should have no direct or indirect relationship with the governance of the Gaza Strip, work to ensure justice for its employees, and integrate newly trained police personnel into existing police structures, subject to security vetting.
The document emphasizes that Gaza should be governed under the principle of one authority, one law, and one weapon, with weapons being restricted through a phased process according to a mutually agreed timeline, and should be handed over to the National Committee for Gaza Administration, not to Israel.
According to the document, a social peace agreement will be signed to prevent internal conflict and violence.
Regarding the role of the international stability force, the document stipulates its deployment among areas controlled by Israeli forces and those under the National Committee's control, provided it does not engage in any policing activities.
Additionally, the document states that the reconstruction of the sector will be conducted by introducing materials designated for that purpose in areas where weapons will be restricted and are effectively under the management of the National Committee for sector administration.
