The General Secretariat of the Council of Ministers Issues the Government Performance Report for 2025
SadaNews - The General Secretariat of the Council of Ministers issued the Government Performance Report for 2025 as a national reference document that provides a comprehensive assessment of the course of government performance in light of the political, economic, and financial challenges faced by Palestine over the past year, accompanied by the repercussions of the Israeli aggression and the ongoing financial blockade and restrictions imposed on resources.
According to the statement issued by the Government Communication Center today, Tuesday, the report, prepared in cooperation with various governmental departments, showed that the government continued to enhance Palestine's international standing, as the number of countries recognizing it increased to 159. It successfully signed financing agreements with a total value of approximately 516 million dollars, of which 249 million was allocated to support the general budget and the continuity of public employee salaries.
In the Gaza Strip, the report documented the implementation of wide-ranging humanitarian and relief interventions during the year 2025, which included sheltering tens of thousands of families across 26 shelter sites, removing approximately 650,000 tons of rubble, and providing 43.2 million cubic meters of water distributed throughout 2025. Additionally, electrical equipment worth 20 million dollars was procured, and cash assistance was provided to over 464,000 families at a cost of 601 million shekels, alongside the distribution of more than 1.08 million food and non-food parcels via the Ministries of Social Development and Relief and partner institutions.
In the education sector, more than 400,000 students in the Gaza Strip benefited from virtual schools and face-to-face educational centers established despite the destruction of the majority of schools. The General Secondary Exam was conducted for around 70,000 students, while the government provided 723 scholarships and study seats abroad.
Regarding financial and administrative reform, the report indicated a reduction in net claims due to the Ministry of Finance amounting to 282 million shekels, and achieving total financial settlements valued at 1.32 billion shekels within the process of settling the debts of electricity distribution companies, alongside the development of 55 electronic tax services on the "My Government" platform.
In terms of infrastructure, 29 projects were implemented to reconstruct and rehabilitate main roads over nearly 22 kilometers at a cost of 45.5 million shekels, in addition to 159 projects for the rehabilitation of internal roads valued at 80.5 million shekels. A total of 46 licenses for generating electricity from solar power were issued with a total capacity of 91 megawatts.
In the agricultural sector, 923 dunams were reclaimed and 132 kilometers of agricultural roads were constructed, providing approximately 2.5 million cubic meters of irrigation water and supporting over 6,600 affected farmers.
To address the ongoing effects of the occupation's aggression, especially on the camps in the northern West Bank, the government implemented relief and humanitarian interventions in the West Bank, including repairing the infrastructure networks and essential services that were damaged, and rehabilitating them due to repeated occupation attacks, including the rehabilitation of damaged roads in the northern West Bank at a cost of 14.2 million shekels.
On the social level, relief and cash assistance valued at 230 million shekels was provided, along with integrated social protection services for vulnerable groups, emergency housing for citizens, and new health insurance for around 10,216 families. About 25,000 students were exempted from school fees, and economic empowerment was promoted through grants and the implementation of more than 900 projects.
Regarding the government's effort to enhance the resilience of citizens in Jerusalem, direct financial support was provided to more than 587 families, especially those facing demolition orders or Israeli violations, alongside supporting 60 Jerusalem-based institutions in service and developmental sectors. Legal procedures were completed to protect properties threatened with confiscation in Sheikh Jarrah, and lawyers were appointed in 250 legal cases in favor of Jerusalemites.
The government also sought to enhance the efficiency of public administration through multiple institutional reform measures, including halting illegal financial privileges, restricting the use of government vehicles and fuel, adopting electronic tracking systems to monitor consumption, limiting the re-employment of retirees, and adopting a "zero net employment" policy.
The first phase of the functional review began in several governmental departments, and governance for non-ministerial government institutions for the years (2025-2026) was approved.
In the area of transparency and governance, a central electronic system was developed for managing government property accounts, extensive auditing and financial settlements were conducted for local authorities and joint service councils, and financial reporting and compliance systems were improved through (Power BI) dashboards and linking financial systems. A review process of all the transport ministry’s regulations began, which included halting exceptions and individual powers, aiming to expand the decision-making circle, ensuring the fairness of these powers that affect citizens and public financial policies and governance, with referral of any exceptional procedures to the Council of Ministers, in addition to automating services to enhance transparency.
The report emphasized that these results reflect the ability of governmental institutions to maintain the continuity of essential services and enhance national resilience despite the ongoing challenges, stressing that the report serves as a national reference for measuring the effectiveness of overall performance and supporting the planning and policy-making process during the next phase.
