Prime Minister: Preparations for Launching a Central Solar Energy Project in the West Bank Worth $37 Million

SadaNews - The Council of Ministers condemned the ongoing massacres by the occupation against displaced persons in the Gaza Strip, including a massacre that resulted in the death of 6 citizens and dozens of injuries in the Al-Rimal neighborhood of Gaza City. The council affirmed that targeting shelters and civilians constitutes war crimes and a blatant violation of the ceasefire agreement overseen by major powers. The council called on the international community and the guarantor countries of the agreement to take urgent action to stop the aggression and ensure the entry of medicines and humanitarian aid into the sector.

The council also held the occupation government fully responsible for the escalation of terrorism by settler militias, noting that last week recorded a total of 82 terrorist attacks targeting 13 Palestinian villages, resulting in the injury of 31 citizens, including 11 children. These attacks included attempts to ignite fires, vandalize property, and establish a number of colonial outposts. Additionally, there were more than 23 notifications of demolitions of facilities delivered by the occupation authorities to citizens in various governorates, coinciding with the execution of 4 demolition operations targeting 8 Palestinian facilities, and the confiscation of more than 645 dunams of citizens' lands in Jenin, Bethlehem, and Tubas under various pretexts. The council called for holding the perpetrators of these crimes accountable and providing international protection to the Palestinian people.

Additionally, Prime Minister Dr. Mohammad Mustafa informed the council members about the progress made in implementing the government's plan for the transition to renewable energy and various infrastructure projects, pointing out preparations for the launch of a large solar energy project in Ramallah and Al-Bireh Governorate in cooperation with the Islamic Development Bank through financing amounting to approximately $37 million through partial grants and a concessional loan. This is part of the government's efforts to raise the contribution of renewable energy to 30% by 2030, to be followed by the implementation of similar projects in the north and south of the West Bank.

In another context, the Council of Ministers approved the recommendations of the special committee to study the government’s needs for buildings, in implementation of the government’s approach to reduce public expenditure. This includes addressing buildings for government institutions in Jerusalem and schools between rental and lease replacements, to accommodate the increase in student numbers and provide a suitable educational environment while considering the difficult financial conditions facing the public budget.

The council also approved replacing old control devices at electricity conversion stations in Jenin, Nablus, Ramallah, and Turmus Ayya with new units, which will help in fault management and increase network efficiency.

As part of the government's efforts and its program to enhance governance and control over public funds and state property, the Council of Ministers approved a draft regulation for the delegation of state property lands, which will clearly and transparently join the mechanism of state property management and utilization to serve the public interest by enabling individuals and institutions to use it for development and economic projects under specific legal controls and conditions.

The Council of Ministers also discussed on first reading a draft law to organize the unified emergency response center (911), which contributes to enhancing the response of specialized agencies to emergency situations, thus improving work efficiency and protecting the lives of citizens.

The council also approved the executive program for the Memorandum of Understanding for Islamic Cooperation between the Ministry of Awqaf and Islamic Affairs of the Kingdom of Morocco and the Ministry of Awqaf and Religious Affairs of the State of Palestine for the years 2026-2028, including benefiting from endowment management systems, religious education, training courses, and enhancing opportunities for providing scholarships in juristic fields.

Tuesday, June 16, 2026, was also approved as an official holiday on the occasion of the Islamic New Year for the year 1448 AH / 2026 AD.
