Government Measures to Enhance Efficiency: Rotation and Update of 313 Government Supervisory Positions

SadaNews - As part of the national program for institutional development and improvement launched by the Nineteenth Government aimed at enhancing the efficiency of governmental institutions, and following the directives of the Prime Minister to develop the work environment and raise productivity based on equal opportunities; various governmental institutions and departments have conducted a rotation process involving senior positions, by optimally utilizing the experiences of employees and enhancing work efficiency.

According to a report issued by the government communication center today, Thursday, the rotation process has included up to the beginning of January the last 313 supervisory positions in several government departments.

Rotation of Heads of Government Agencies and Departments

The rotation included 9 positions for heads of government agencies and departments, including the head of the Water Authority, the head of the Energy and Natural Resources Authority, the Acting Director General of the Palestinian International Cooperation Agency (PICA) at the Ministry of Foreign Affairs, in addition to an Executive Director for the Palestinian Employment Fund, a head for the General Authority for Crossings and Borders, an Acting Director for the National Authority for Vocational and Technical Education and Training, a head for the Environmental Quality Authority, alongside an Executive Director for the Investment Promotion Authority and an Executive Director for the General Authority for Industrial Cities.

Appointment Through Rotation for Deputy Ministers from Public Sector Employees by Competition

Furthermore, 15 deputy minister positions were filled on a competitive basis through advertisement and exams from government employees, including ministries: Finance, Planning and International Cooperation, Industry, Interior, Local Governance, Public Works and Housing, Transportation and Communications, Women's Affairs, Social Development, Jerusalem Affairs, National Economy, Endowments and Religious Affairs, Communications and Digital Economy, Agriculture, in addition to the assignment of the deputy foreign minister for expatriates' affairs.

Rotation of Supervisory Positions in Ministries and Agencies

At the level of other supervisory positions, 30 assistant deputies, 156 general directors, 49 heads of units, and 54 directors of directorates were rotated, distributed across various ministries and government agencies.

The Ministry of Transportation and Communications recorded the rotation of 26 supervisory positions, followed by the Ministry of Local Governance with 23 positions, then the Ministry of Labor with 20 positions, and both the Ministry of National Economy and the Ministry of Social Development with 18 positions each, and the Ministry of Endowments and Religious Affairs with 17 positions.

The rotation also included other ministries, including: Finance and Planning (15 positions), Education and Higher Education (14), Agriculture (13), Culture (12), Health (11), Interior (10), Tourism and Antiquities (9), Public Works and Housing (9), Energy and Natural Resources Authority (9), Justice (9), Communications and Digital Economy (8), Women's Affairs (8), the Palestinian Central Bureau of Statistics (8), Industry (4), Jerusalem Affairs (4), and the Water Authority (3), along with the Lands Authority which had 14 supervisory positions included in the rotation.

Additionally, the Prime Minister directed the completion of the work on distributing and developing the experiences of senior category employees and exchanging best practices through rotation in various government departments.

The government communication center pointed out that these measures come within the framework of enhancing governance, achieving the principle of equal opportunities, transferring and rotating experiences and practices, and injecting new blood into administrative decision-making positions from within the governmental institutions themselves as a priority, which contributes to enhancing performance efficiency and productivity and improving the quality of services provided to citizens.
