Prime Minister Tasks Emergency Committee with Reconstruction Plan for Northern West Bank

SadaNews - Prime Minister Dr. Mohammad Mustafa has directed the ministerial emergency committee for the northern West Bank to further coordinate with international partners to secure possible financial resources for preparation for reconstruction. This came after the Cabinet listened to details of the plan that has been prepared for reconstruction in the northern West Bank in collaboration with various relevant institutions.

In this context, the Cabinet held the international community and the occupying authorities fully responsible for the deaths of children in the Gaza Strip due to severe cold, amid the drowning, uprooting, and destruction of tens of thousands of displaced people's tents. It called for immediate international pressure on the occupation to stop this humanitarian tragedy, which can only be addressed by lifting the siege, opening crossings, and urgently allowing the entry of humanitarian aid, construction materials, and "caravans" to save what can be saved.

The council had listened to a presentation on the interventions of the governmental operations room in the Gaza Strip, which managed to implement a series of relief interventions despite the occupation's restrictions on the entry of tents and relief materials. The operations room succeeded in providing hundreds of locally made tents for families in the flood-affected areas and relocating hundreds of families to safer locations, along with continuing to repair water connections, enhance water resources, and remove rubble from some roads and vital sites, among other interventions.

The council also renewed its demands for Arab and Islamic countries to assume their responsibilities in stopping the occupation measures aimed at displacing Palestinians from Jerusalem areas and confiscating land to implement what is known as the illegal E1 settlement plan, due to its serious implications that entail the displacement of Palestinian Bedouin villages, the demolition of dozens of homes, and severing the connectivity of Palestinian urban development, serving the plans of settlement takeover of Palestinian land.

In a related context, the council condemned in the strongest terms the Israeli occupation authorities' actions and restrictions on the work of international and relief organizations operating in the Palestinian territories, including the recent move by the occupation authorities to cut electricity and water to the buildings of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in occupied Jerusalem, considering it a serious escalation targeting the legal and humanitarian existence of the agency and directly affecting the educational, health, and relief services provided to Palestinian refugees.

Furthermore, the council directed the relevant authorities to operate as a crisis cell around the clock to ensure facilitations for the return of pilgrims and travelers and to alleviate congestion at the crossings, calling on the international community to pressure the occupation to facilitate the movement of travelers and keep crossings open around the clock.

In another context, based on the government's orientations and in implementation of the government reform program aimed at enhancing transparency and integrity and embodying the values of justice and equal opportunities, the Cabinet has recommended to the President to appoint a head for the Environmental Quality Authority and an undersecretary for the Ministry of Awqaf, after the previous undersecretary reached the legal retirement age. Several employees competed for the positions following the announcement of the vacancies, and the candidates were interviewed through specialized committees based on a set of criteria related to fulfilling the positions.

The Cabinet also approved the recommendations of the national team to develop a vision regarding the settlement in areas classified as (C), including intensifying legal efforts to enhance the defense of citizens' lands in coordination with local authorities in the targeted areas, and relevant authorities aiming to stop and freeze the settlement operations issued by the occupation authorities aimed at seizing more land.

Additionally, the council approved increasing quantities of some pharmaceuticals for the benefit of the Ministry of Health's facilities.

In another context, the Cabinet discussed the second reading of the draft regulation on licensing and fees for trust service providers, particular to electronic signature services, electronic sealing, and digital certificates. This aims to regulate and govern the work of companies and transition from the traditional economy to the digital economy in a way that ensures the rights of various parties are protected.

The Cabinet also discussed in the first reading a strategic roadmap for establishing the Palestinian national digital identity, considering it the foundation and requirement for enhancing digital transformation as one of the essential sovereign and developmental pillars of the state.

Moreover, the Cabinet congratulated our people on the occasion of the Isra and Mi'raj anniversary, which coincides with next Friday, the 27th of Rajab / 16th of January 2026, asking the Almighty to bring this occasion back to our people with our national goals of liberation and the realization of an independent state achieved.
