"UN Security Council" to Vote on Monday on the US Draft Resolution Regarding Trump's Peace Plan for Gaza
SadaNews - Diplomatic sources reported that the UN Security Council will vote after tomorrow (Monday) on a US draft resolution supportive of President Donald Trump's peace plan for Gaza.
The draft resolution, which has been amended several times, proposes granting a mandate until the end of December 2027 for a "Peace Council" to be formed, which is a transitional governing body for Gaza that Trump is theoretically set to chair, and allows for the deployment of a "temporary international stabilization force" in the sector.
Saudi Arabia, Egypt, Qatar, the UAE, Indonesia, Pakistan, Jordan, and Turkey expressed their support in a joint statement for the amended US draft resolution in the Security Council regarding the Gaza Strip, which was formulated by Washington after extensive consultations with Council members and its regional partners.
The UK has confirmed its support for the US draft resolution regarding Gaza in the Security Council.
The statement emphasized that the comprehensive plan to end the conflict in Gaza announced on September 29 has received the endorsement of the resolution and is considered a practical framework towards achieving Palestinian self-determination and statehood, adding that the efforts aim to enhance peace and stability not only between Palestinians and Israelis but across the entire region.
According to diplomatic sources, the amendments to the US draft resolution included several key points as follows:
- Establishment of a ceasefire: Emphasizing the necessity of maintaining the ceasefire agreement in the Gaza Strip.
- Reference to a Palestinian state: Stating that reforms in the Palestinian Authority and the redevelopment of Gaza may create conditions for a reliable path towards Palestinian self-determination and statehood.
- Cancellation of punitive paragraph against humanitarian organizations: Deleting the text that prohibited support for any organization proven to misuse aid.
- Transitional authority: Modifying the description of the supervising authority to become a transitional peace council funded by voluntary contributions.
- Phased Israeli withdrawal: Adding the phrase "and with the international force achieving control and stability" to ensure the withdrawal of Israeli forces according to agreed time and security criteria.
The draft resolution stipulates the establishment of a Peace Council as a transitional governance administration and the operation of international entities for the reconstruction of Gaza and provision of humanitarian aid, in addition to a temporary international stabilization force (ISF) working in coordination with Egypt and Israel to secure border areas, monitor demilitarization, and protect civilians.
This draft resolution remains under the monitoring of the Security Council until December 31, 2027, with periodic reports every six months on the progress in implementing its provisions.
This project represents a concerted international and regional attempt to establish a ceasefire and launch a comprehensive peace process to restore stability in the Gaza Strip while outlining a clear path towards a resolution of the Israeli-Palestinian conflict.
Russian Proposal
Russia has distributed a competing draft resolution to Security Council members, which does not provide for the establishment of a Peace Council or the immediate deployment of an international force in Gaza, according to the text reviewed by AFP on Friday.
The Russian draft welcomes "the initiative that led to the ceasefire" but does not mention Trump.
It calls on the UN Secretary-General to "identify options for implementing the provisions" of the peace plan and to provide an immediate report addressing the possibilities of deploying a temporary international stabilization force in Gaza.
The United States described the ceasefire in Gaza as "fragile" and warned on Thursday of the risks of not adopting its draft.
US Ambassador to the UN Mike Waltz wrote in the Washington Post that "any refusal to support this resolution is a vote for the continued rule of Hamas terrorists or a return to war with Israel, which dooms the region and its people to remain in perpetual conflict."
He added, "Any deviation from this path, whether from those who wish to play political games, will come at a real human cost."
While it has so far seemed that Council members support the principles of the peace plan, diplomatic sources indicated that there are several questions regarding the US text, particularly concerning the absence of a monitoring mechanism exercised by the Council, the role of the Palestinian Authority, and the details of the mandate for Israeli security forces.
For its part, the Russian mission to the UN stated in a statement that its alternative proposal differs in recognizing the principle of "a two-state solution for the Israeli-Palestinian settlement."
