The Most Important Development and Reform Interventions Implemented by the Palestinian Government Last Week
SadaNews: The Government Communication Center issued a report highlighting the most important development and reform interventions carried out by the Palestinian government during the past week (28/06/2026 – 04/07/2026), which are as follows:
⭕ Prime Minister Dr. Mohammad Mustafa confirmed that the Cabinet's adoption of the national plan to enhance the resilience of the electrical system and develop the energy sector, along with the approval of the establishment of the National Council for Digital Transformation and the Technology of the Future, as well as the nearing completion of the draft law on partnerships between the public and private sectors, constitutes a real beginning for a national roadmap to rebuild the Palestinian economy within the national development and enhancement program.
⭕ The Ministry of Foreign Affairs and Expatriates organized a tour for the diplomatic corps accredited to Palestine to the archaeological site of Sebastia to observe the occupation's violations of the site and to support its protection and nomination for inclusion on the World Heritage List. The minister provided media briefings regarding the situation in Palestine and met with a delegation from the Union of Chambers of Commerce to discuss enhancing cooperation. The ministry also called for respect for the mandate, privileges and immunity of "UNRWA" and the protection of its premises, and checked on the situation of the Palestinian community in Venezuela after the earthquake.
⭕ An expanded ministerial delegation inspected Jenin Governorate to follow up on the implementation of government projects and strengthen the resilience of citizens. The government is working to complete 106 infrastructure projects valued at over $32 million, preparing to repair damaged housing units, and continuing water projects, including transportation and distribution networks, tanks, and a treatment plant, as well as electricity development projects through medium-pressure lines, network rehabilitation, damage repairs, and support for affected areas.
⭕ The Ministry of Social Development implemented a wide range of social and humanitarian interventions in the West Bank and Gaza Strip, which included providing food and non-food assistance to 12,090 families in the West Bank worth 972,000 shekels, implementing 118,521 relief interventions, and distributing 1,137 units of potable water in the Gaza Strip. It has also carried out 87 interventions for the protection of women in the West Bank and 5,871 in Gaza, along with 161 interventions for child protection and 96 in the juvenile file in the West Bank, and 105 child protection interventions in Gaza. Services were provided to 402 orphans in the West Bank, while 1,942 interventions for orphans were implemented in Gaza, as well as 91 interventions for persons with disabilities, 23 for the elderly, 162 health insurance services, 47 interventions in the daycare sector, and 20 for economic empowerment, in addition to implementing 77 initiatives to support charitable societies and volunteer and community work, enhancing social protection for the most vulnerable groups.
⭕ The Minister of Interior concluded an official visit to Turkey to discuss enhancing cooperation and to learn from its experiences in emergency management. Palestine was elected as deputy chair of the technical committee for the Arab program to enhance the resilience of cities and reduce disaster risks, with the conference adopting the minister's recommendations in its closing outputs. On the ground, the police apprehended 1,224 wanted persons, executed 2,705 judicial warrants, dealt with 58 drug cases and 234 criminal incidents. The civil defense executed 312 firefighting missions and 88 rescue missions, issued 218 permits, inspected 206 elevators, and conducted 868 safety rounds, while the customs authority followed up on 54 cases and destroyed 4,170 kg of contraband goods.
⭕ The Ministry of Education and Higher Education continued to develop the educational process and strengthen partnerships, where the minister held a series of meetings with the Engineers Syndicate and several municipalities to discuss educational issues and develop vocational schools. He conducted field tours to monitor the Tawjihi (general secondary) examinations and to check on the needs of the Al-Qabas School for the Blind. The ministry launched a training program for teachers of science, mathematics, and technology, in addition to completing preparations for launching summer schools in various directorates. The ministry also concluded, in cooperation with the German Cooperation Agency "GIZ" and other partners, the project "More Job Opportunities for Palestinian Youth – Phase Two," which contributed to enhancing education directed towards the labor market through the adoption of dual education and its official integration into the higher education system, developing a digital management system at the Accreditation and Quality Commission, and accrediting 10 bachelor's programs in dual education at Al-Quds University and the Palestine Polytechnic University. It also launched a unified admission platform for students wishing to study medicine and dentistry outside Palestine, ensuring pre-registration and organizing admission and study procedures.
⭕ As part of enhancing the national economy and regulating the business environment, the Palestinian government sponsored the launch of the "Gaza Can" initiative in partnership with the Palestinian Industries Union and the Palestinian Housing Council to develop models for housing units and industrial facilities under the slogan "Designing the Future with Palestinian Hands." In the context of supporting exports, the "Export" program was extended until March 2028 with British funding of 7.5 million pounds, bringing the total support to 30 million pounds. The consumer protection teams at the Ministry of Economy, in partnership with the customs authority and the General Intelligence apparatus, conducted intensive monitoring rounds that included 86 inspection tours, seizing approximately 15.7 tons and destroying 248 tons of unfit products, referring violators to the prosecution, issuing 16 commitments and legal notifications, and dealing with 23 complaints and pulling samples for laboratory testing. Regarding the organization of the business sector, 80 companies were registered and 63 services were provided in the area of companies, while 62 new traders were registered and 44 services were provided in the commercial registry, alongside the issuance of 336 import licenses, 32 foreign trade transaction cards, 40 certificates of origin, and 43 commercial transactions with Turkey, in addition to registering 71 trademarks and providing 78 services in the field of intellectual property.
⭕ The Energy and Natural Resources Authority continued to implement projects to enhance the electrical infrastructure, including supplying the Martyr Khalil Suleiman Government Hospital and the Al-Bustan Clinic in Jenin with solar energy systems equipped with storage systems, completing medium-pressure lines from the Jalameh substation for the benefit of the Northern Electricity Company at a cost of nearly $700,000, and executing interventions to supply equipment and rehabilitate and develop the electrical network in Jenin totaling over 6.14 million shekels. It also concluded workshops in Nablus and Hebron to showcase the achievements of the "React Palestine" project and enhance the sustainability of energy services, and agreed with the Ministry of Waqf to implement solar energy projects in mosques and invest Waqf lands for electricity generation from renewable sources.
⭕ The Ministry of Agriculture held a meeting for the agricultural sector working group with the participation of representatives from international institutions and donor agencies and development partners, where the priorities for the next phase were discussed and a call was made for more effective international coordination to support the agricultural sector. The national campaign for vaccinating and numbering livestock and preventive vaccination against foot-and-mouth disease exceeded 52,000 heads since it started in Masafer Yatta and the northern valleys. In the southern governorates, the higher agricultural emergency committee discussed priorities for supporting the agricultural sector with the director of the United Nations Development Programme "UNDP" in the Gaza Strip. In collaboration with the Japan International Cooperation Agency "JICA," a workshop was held at the Deir Sudan Association targeting 15 beneficiaries, and training on marketing opportunities for 15 beneficiaries from Yatta, Sumua, and Al-Rihiya - Hebron. A field day was also held in collaboration with the Governorate of Jerusalem and the Bayt Mal al-Quds Ash-Sharif Agency, targeting 15 olive farmers in Beit Ijza, with funding from the Kingdom of Morocco, as part of the olive sector development program. A workshop on making apricot jam was implemented in the old city of Hebron for 10 beneficiaries, and training at the Al-Naqoura Charitable Society in Nablus for 12 beneficiaries on making bee wax creams, in addition to a workshop on making organic fertilizer (compost) for 20 women in Um Salemuna - Bethlehem. In the context of empowering women, a training program was implemented for 30 women from Beit Jala on farm management and health safety for dairy products in partnership with the Food and Agriculture Organization of the United Nations, funded by the European Union, as part of the project "Enhancing Skills and Practices of Livestock Breeders in the Animal Value Chain in the West Bank - Palestine."
⭕ The Civil Affairs Commission continued to implement its field and humanitarian interventions to ease the burdens on citizens and strengthen their resilience. In the context of following up on the Tawjihi exams, it facilitated the passage of students and monitors in contact areas, Jerusalem, and behind the wall to ensure their arrival to exam halls without obstacles. In Jerusalem, approval was obtained to allow engineering crews to conduct measurements inside one of the tunnels, and the rehabilitation of an agricultural road in Beit Daqou was completed to serve agricultural lands. In Ramallah and Al-Bireh, it followed up on the removal of a tent and a shed set up by settlers in Deir Abu Mishal. In Jericho and the valleys, coordination was made to extinguish a fire in Jiftlik and clean Road 57 to enhance traffic safety. In Nablus, the Sufyan building was reopened after being closed by the occupation, and the electrical network in Burin was repaired after attacks by settlers. In Hebron, maintenance of a main water line in Deir Razih was enabled after its destruction by settlers, thus enhancing the continuity of essential services for citizens.
⭕ The Ministry of Transport and Communications continued its rounds and monitoring campaigns on roads and trucks, cracking down on illegal vehicles. The ministry also discussed the development of a code of conduct for drivers and transport hubs, addressing challenges of illegal transport and developing an electronic application for public vehicles. Awareness activities for children were carried out within the "Journey of Glory" camp to promote traffic culture and the safe use of vehicles, bicycles, and electric scooters. The technical inspection requirements were unified, and follow-ups were conducted on centers, taking regulatory actions that included shutting down two violating centers, in addition to technical updates and developing personnel, with a female participation rate of 11%. The interventions included studying engineering plans and files, approving industrial plans, and updating the geographical database of transport locations and services. The complaint rate reached 22 incoming complaints, all of which were addressed, while 72 remained under process, with weekly movements including 4,130 renewals of licenses, 535 new issuances, 8,850 vehicle renewals, 457 initial registrations, and 282 reactivations.
⭕ The Ministry of Tourism and Antiquities executed a series of interventions to support the tourism sector and protect heritage, including hosting the accredited diplomatic corps to the State of Palestine in Sebastia to rally international support for its inclusion on the World Heritage List, directing visits of Palestinians from within the Green Line to the town to enhance its resilience and activate tourism, and holding a meeting with tourism and travel agency owners to discuss the challenges facing the sector and ways to address them. The Khalil Al-Suleiman Museum in Al-Bireh hosted a delegation from Baqa al-Gharbiya, and the Dora Museum organized an awareness meeting for mothers and children about Palestinian history and heritage, while a workshop was held to develop the tourism and restaurant sector in Hebron, and an eco-tourism trail was launched in Qalqilya, while the Jenin Visitors Center hosted children from summer camps as part of an educational visit to introduce them to Palestinian tourism components.
⭕ The Ministry of Public Works and Housing and its partners continued their efforts in the Gaza Strip, removing debris from affected buildings, including at Al-Aqsa University, while continuing to assess hazardous buildings, completing the adaptation of 202 out of 352 residential units, and assessing the damage of 32,550 buildings and 158,115 housing units. In the West Bank, two tenders were offered for the supervision of the construction of the Khirbet Qais – Amuriyah – Salfit – Eastern Lebanon road, and the rehabilitation of the Zubda – Dhahr al-Abed road in Jenin.
⭕ The Ministry of Local Government completed the reconstruction project of the Qabatiya - Masliyah - Sanur junction in Jenin Governorate, and a multi-purpose hall in Eastern Baqa in Tulkarem Governorate as part of the municipalities development program (Phase Four). Minister Dr. Sami Hijawi chaired the periodic meeting of the Higher Planning Council, making several regulatory decisions, and the ministry hosted the first meeting of the Steering Committee for the Land Rights and Land Use Planning Project in the West Bank, including the area classified as (C) for the period 2024-2028, and discussed with donors the latest updates on the implementation of the municipalities development program - Phase Four.
⭕ The Ministry of Labor signed a cooperation agreement with the Arab-European Training Foundation to develop vocational training programs and link them to the needs of the Palestinian market. It also concluded a project in partnership with Al-Quds Open University and the German Cooperation Agency, which aimed to empower 150 graduates with skills in the digital labor market and entrepreneurship, raising their employability and enhancing opportunities for entrepreneurial projects. The Palestinian Employment Fund implemented interventions to support 4,507 small and micro-enterprises through financial grants and soft loans with zero interest, contributing to the establishment and development of projects while maintaining their continuity and creating job opportunities. Operational projects were executed in partnership with several international donors, including signing 33 employment contracts as part of the "Path to Economic Resilience" project, bringing the total to 556 contracts, employing 289 beneficiaries under the "Learn to Earn 2" and "Employment Services 2" programs, and supporting 78 women entrepreneurs under the "Business Recovery Initiative," in addition to continuing preparations for the solid waste management project to improve environmental services.
⭕ The Ministry of Justice continued to develop its services and enhance communication with citizens, achieving during June 9,651 transactions including certificates of good conduct and authentication of agencies, of which 191 transactions were through the "My Government" application, in addition to issuing 721 certificates of good conduct and authenticating 847 sale agencies in the southern governorates. The ministry organized the annual technical meeting of the Justice Sector Working Group to review achievements, challenges, and future plans, in addition to participating in the graduation of a specialized training program benefiting 20 male and female journalists to strengthen alternative means of conflict resolution through media and awareness.
⭕ The Palestinian Central Bureau of Statistics issued a report on the balance of payments for the first quarter of 2026, which showed an increase in the current account deficit to $440 million (+31%), and a merchandise trade deficit of $1.523 billion, and a services deficit of $81 million. It also issued results of national accounts that indicated a decline in GDP by 8% and a decrease in per capita income to $545 (-9%) during the first quarter of 2026. Additionally, the bureau began the implementation of a business statistics survey in the West Bank and organized, in collaboration with the United Nations Population Fund, a workshop in Amman to prepare for the general census in 2027 under exceptional circumstances in Palestine, particularly in Gaza. In this context, the producer price index for May 2026 recorded a decrease of 6.82%.
⭕ The Ministry of Culture implemented a series of cultural and artistic events in various governorates to enhance national identity and creativity, including in Hebron, the opening of the exhibition "For Colors Have a Story" and the launch of the book "We Have No Other Homeland." In Tulkarem, activities for children focused on Palestinian heritage and discussing literary works and summer activities. Programs "We Learn and Enjoy" for children were organized in Jenin, while in Tubas and the northern valleys, seminars and recreational activities for women were held. In Hebron and Beit Awa, artistic and heritage events, support for childhood, libraries, and cultural programming occurred. In Salfit, the activities included recycling, Palestinian embroidery, and poetry and artistic events for children, while Bethlehem witnessed heritage events within summer camps, enhancing national culture among various demographics.
⭕ The Environmental Quality Authority executed 38 inspection rounds and inspections on industrial facilities, followed up on 9 complaints, granted 10 environmental approvals and 6 permits for importing chemicals, and announced the resolution of 41 complaints with the issuance of 8 warnings and 5 verbal notifications and referring two cases to the competent authorities during May. An Israeli truck loaded with demolition and construction waste was returned to its source. The Authority also discussed with the Qalqilya Governorate and local stakeholders ways to address environmental issues, participated in a ministerial tour to Jenin to follow up on the development of the Zahret al-Finjhan landfill and support the resilience of citizens, and completed the preparation for the third update of the nationally determined contributions (NDC 3.0), in addition to organizing and participating in workshops on climate, green economy, and sustainability.
⭕ The Ministry of Women's Affairs strengthened coordination of funding priorities with international partners by forming a technical team to monitor implementation and measure impact, launched a workshop to integrate gender into economic policies, and opened the "Women’s Leadership and Decision-Making in Local Governance" program to enhance women's leadership and increase their participation in decision-making within local authorities.
