סין משקיעה מיליארדים מול מלחמת הסחר שמבצע "טראמפ"

הקשר המסחרי בין שני הכלכלות הגדולות בעולם חורג מהמוצרים שסין שולטת עליהם בשרשראות האספקה הגלובליות, כגון מגנטים הנחשבים חיוניים לתעשיות האמריקאיות או חומרים כימיים שמשמשים בתרופות נפוצות.

In contrast, the exports of refined copper sheets jumped from almost negligible levels to 270 million dollars, while the exports of electrical cables increased by 87% to 405 million dollars during the same period.

"The two sides may seek to reduce their mutual dependence, but it is impossible to reduce it to zero," said Chaoping Xing, chief strategist for China at Australia & New Zealand Banking Group.

Gaps in the tariff wall

The cracks in the tariff wall that Trump has built likely contribute to the continuity of some trade, by reducing costs for importers.

Chaoping Xing explained that some American importers are able to pay lower tariffs by declaring the customs value based on the first sale made in a third country, before raising the price when the goods arrive at one of the American ports. Also, indirect shipping through Mexico or Vietnam also allows some companies to completely avoid the tariffs.

He continued, "There are many gaps," pointing out that the American customs authorities "do not have sufficient human resources to fill them."

In the quarter extending from July to September, Chinese companies shipped goods worth about 8 billion dollars of smartphones, laptops, tablets, and computer components to the United States. Although this figure is less than half of what was exported during the same period last year, it remains a significant number given the high customs duties.

Resilience of small parcels

Despite the cancellation of the "de minimis" rule that exempted small parcels entering the United States from customs duties, American consumers continued to spend billions of dollars on purchases from e-commerce platforms such as Shein and Timo of PDD Holdings.

According to Chinese data, despite the customs duties of 54%, small parcels worth about 5.4 billion dollars were sent to the American market since the Trump administration closed this loophole last May.

Bilaterial trade heading for contraction

Nonetheless, it seems that trade between China and the United States will contract, amidst Trump's efforts to revive local industry and make the relocation of vital sectors a strategic priority. Chinese shipments to the United States this year have dropped below 320 billion dollars, to the same level recorded in 2017, before the outbreak of the first rounds of the trade war.

The exports of video game consoles from China have also collapsed, as companies like Nintendo and Microsoft resorted to sourcing from Vietnam and other countries to avoid high tariffs. It also appears that American consumers are turning to other alternatives for televisions, with shipments of flat screens (LCD) from China to the United States declining by 73% over the last quarter.

Regarding other products such as commercial vessels, the United States had begun to separate its ties with China even before Trump imposed tariffs on ships manufactured in China that dock at American ports.

Despite signs of resilience, estimates from the International Monetary Fund indicate that the damage inflicted on bilateral trade this year exceeds that seen in Trump's first term.

The Fund said in a report released this month: "The decoupling of trade between the United States and China seems to be occurring at a faster pace than the customs tariff shocks of 2018 and 2019."
